As an Auditor, GS-0511-11/12, you will serve as an agent of the United States Property and Fiscal Officer on accounting, financial, and managerial issues that require examination by a financial professional. You will perform quick response reviews, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up, and a variety of staff and systems accounting duties to analyze accounting records and to enhance the financial reports and operational data used by local management. Position is located in the United States Property and Fiscal Office (USPFO). Incumbent reports to the Internal Review Division Chief. As senior evaluator, incumbent performs the most difficult work of the unit, and distributes and monitors the workload of lower-graded evaluators and provides advice and assistance to them.

Qualifications

GENERAL EXPERIENCE: Must have skill in collecting and analyzing data effectively, efficiently, and accurately; skill in applying procedures and directives by reading and interpreting program material; ability to comprehend and/or apply problem solving and negotiating techniques; skill in presenting formal training presentations and briefings; ability to prepare reports and presentation formats.

SPECIALIZED EXPERIENCE:

GS 11: Must have one year equivalent specialized experience to at least the next lower grade. Must have experience utilizing professional accounting and auditing knowledge, provides recommendations in the solution of accounting and operational problems and implementation of new or changed regulations, procedures and analyses of automated systems. Must have experience reviewing automated accounting and financial systems and identifies the need for changes to enhance system capability to track and report financial reports and operational data used by local management. Must have experience utilizing professional accounting and audit skills to maintain oversight for implementing appropriate laws, directives, and regulations of internal control programs and procedures.

GS 12: Must have one year equivalent specialized experience to at least the next lower grade. Must have experience performing a variety of assignments that are without precedent and that require considerable ingenuity in devising an approach. Must have experience utilizing professional accounting and audit skills to maintain oversight for implementing appropriate laws, directives, and regulations of internal control programs and procedures. Must have experience performing complex professional accounting and review activities involving the analysis of the accounting records. Must have experience evaluating system logic and guidelines necessary for developing automated processes from other than accounting system software to enhance the analysis capability of the unit and other resource managers.

Education

EDUCATION OR COMBINATION OF EDUCATION AND EXPERIENCE:

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR

  1. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicants background must also include one of the following:
  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

You must provide Official Transcripts as documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

Additional information

Additional Conditions of Employment:

  • THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).

Financial Management Certification Requirements:

The certification will not be used as a mandatory requirement in DoD hiring systems. A member who is not certified may still qualify for a position that requires DoD financial management certification as a condition of employment. The most qualified individual will be selected for a position.

Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.

The financial management certification program supports the professional development of the financial management workforce and provides a framework for a standard body of knowledge across all DoD financial business programs.

The financial management certification requirements may vary for positions dependent on the complexity and responsibility of the positions financial management supervisory and non-supervisory business programs.

Supervisors of financial management coded positions coordinate with the component administrator and component certification authority to determine financial management certification requirements of employees occupying financial management coded positions.

ORGANIZATION

The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.

Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world. The institutional Army supports the operational Army. Institutional organizations provide the infrastructure necessary to raise, train, equip, deploy, and ensure the readiness of all Army forces. The training base provides military skills and professional education to every Soldier—as well as members of sister services and allied forces. It also allows the Army to expand rapidly in time of war. The industrial base provides world-class equipment and logistics for the Army. Army installations provide the power-projection platforms required to deploy land forces promptly to support combatant commanders. Once those forces are deployed, the institutional Army provides the logistics needed to support them.

Without the institutional Army, the operational Army cannot function. Without the operational Army, the institutional Army has no purpose.
