This position is open for current Regular Full Time Charleston County Employees Only.

The principal function of an employee in this class is to oversee the maintenance and repair of the County's fleet of cars, trucks and light trailers to ensure County equipment is kept in operable condition. Supervision is exercised over employees in the class of Automotive Lead Technician, Auto Mechanic III, Auto Mechanic II, and Mechanic I and Fleet Temporary Employee. This work is performed under the supervision and direction of the Fleet Operations Service Manager, but extensive leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with subordinates other County employees, outside contractors and the public. The principal duties of this class are performed in a maintenance shop and at various work sites throughout the County, including at field work locations.

Duties and Responsibilities

• Supervises, trains, mentors, evaluates and coordinates the work of assigned employees who are engaged in the repair and maintenance of County assets.
• Ensures adherence to safety procedures.
• Provides technical advice to maintenance staff in complex repair situations.
• Has primary functional responsibility for testing and evaluation for the Automotive Service Excellence (ASE) certification program.
• Provides Fleet Management with trends and analyses for the proper selection, safe operation and efficient mechanical integrity and maintenance of assets in the County's fleet.
• Creates work orders for shop technicians and enters data on work orders.
• Ensures data integrity of the fleet information database, including work order maintenance records and scheduling, parts and labor costs, invoices, contracted service charges and all other associated costs for recoupment of service work performed.
• Produces custom reports, metrics and makes recommendations as requested by Fleet Management.
• Prioritize repairs to be completed based on adequate coverage of repair services to ensure that there is minimal disruption to work services.
• Prepares repair estimates for major repairs and accidents.
• Implements, directs, and monitors performance of predictive and preventative maintenance programs.
• Evaluates and maintains warranty compliance and maintains in-house warranty system.
• Negotiates with outside vendors for jobs and materials to repair County vehicles and equipment, and coordinates and monitors the activities of contracted vendors to ensure all work is performed in a timely manner.
• Monitors all safety equipment and shop tools and performs periodic inspections to ensure regulatory compliance and a safe work environment.
• Reviews reports generated by Fleet Information Management System and takes indicated corrective actions.
• Conducts continuous research and reviews technological advancements and equipment developments to assess current and future needs of the County's fleet and keeps up with Original Equipment Manufacturer (OEM) technical service bulletins, factory advisories, and recall notices.
• Performs duties of Technician as necessary.
• Responds to questions, comments, and requests in a courteous, timely manner.
• Provides needed information and demonstrations concerning how to perform certain work tasks to new and current employees.
• Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
• Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
• Performs other directly related duties consistent with the role and function of the classification.
• May be designated to report to work during hazardous weather or emergency conditions.

Minimum Qualifications

TRAINING AND EXPERIENCE:

• Graduation from High School or possession of a GED, supplemented by training in automotive repair; and
• 10 years or more of experience in Automotive Maintenance and Repair, including some manufacturers' training and technical school training and hands-on experience with extensive major component repairs and rebuilds; with 3 years or more of experience in a Supervisory Capacity; or
• Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work; and
• Must undergo continuous in-house training and training from manufacturers and vendors as a condition of continued employment; and
• Must obtain designated ASE certifications within three (3) years of the date of employment; and
• Must possess South Carolina driver's license showing a clean DMV record, and position may require a Commercial Driver's License.

Knowledge, Skills and Abilities

Knowledge:

• Comprehensive knowledge of the modern principles, practices, methods, tools, materials and diagnostic equipment associated with the maintenance and repair of vehicles and construction equipment.
• Comprehensive knowledge of the principles, operation and maintenance repair needs of a wide variety of vehicles and equipment.
• Comprehensive knowledge of the potential hazards and safety precautions necessary for repair and maintenance in a shop and field setting.
• Comprehensive knowledge of differential assembly repair and maintenance.
• Thorough knowledge of the principles, practices and operations of cars, trucks and ambulance operations.
• Thorough knowledge of hazardous materials, safety precautions handling cleanup and disposal.
• Thorough knowledge of the principles and practices of automotive hydraulics and hydraulic systems repair.
• Thorough knowledge of the servicing and repair of brakes and systems.
• Thorough knowledge of repair methods of suspension systems.
• Thorough knowledge of personnel management practices including techniques of supervision, mentoring, training, performance evaluation, and employee discipline.
• Thorough knowledge of fuel management software and telematic devices and software

Skills:

• Skilled in the use and maintenance of tools employed in all phases of vehicle maintenance and repair.
• Skilled in diagnosing mechanical and automotive malfunctions and determine appropriate maintenance and repair needed.
• Skilled in reading and following wiring and related diagrams.

Abilities:

• Able to mentor, train, manage, evaluate and coordinate the work of others.
• Able to communicate effectively with others, both orally and in writing, using both technical and nontechnical language.
