Position Summary

Coordinate and provide advanced fiscal and analytical support for the Aviation Department. This position will develop, implement, and administer aviation rates, revenues, grants, and financial programs; monitor financial activity, analyze revenues and expenditures, coordinate grant billing and funding compliance, and support accounts receivable and collection activities. This position will prepare financial statements, reconciliations, reports, and presentations and provide management with financial analysis, recommendations, and information related to rate structures, revenue performance, grand funding, and capital planning; provide highly responsible and complex administrative tasks related to assign area of responsibility.

ESSENTIAL FUNCTIONS: Essentialfunctions may include, but are not limited to the functions listed below. Mustbe able to perform the essential functions of the job with or without areasonable accommodation.

  • Recommend and provide the technical requirements for multi-year expenditures and revenue forecasts.
  • Develop, monitor, and analyze operating and capital budgets; prepare revenue and expenditures forecasts.
  • Monitor passenger facility charges and file quarterly report to Federal Aviation Administration.
  • Analyze Federal and State regulations, legislation and/or court cases relative to the department.
  • Establish, calculate, and forecast appropriate rates and charges for the airlines, which includes annual rate studies and year-end reconciliations.
  • Analyze space allocation proposals as they relate to the facility master plan.
  • Analyze revenue collection as compared with anticipated revenues based on rate actions.
  • Route and track all documents through the approval process by City Administration and City Council.
  • Ensure compliance with adopted ordinances, plans, policies, schedules, budgets, financial procedures, and approved contracts.
  • Participate in the development and administration of assigned budget.
  • Coordinate assigned activities with other divisions, departments and outside agencies.
  • Provide highly responsible and complex administrative support to executive management.
  • Research problems and prepare reports; maintain financial logs, files and records for auditing purposes.
  • Analyze trends in the industry, research data, and provide comparisons.
  • Attorney for achieving maximum revenue from the leasing and rental of Airport properties.
  • Assist with accounts receivable and payable activities, grant billing, revenue reconciliation, and collections of delinquent accounts to ensure accurate and timely financial transactions.
  • Negotiate non-concession related, non-competitive land and facility rental, contract and renewals.
  • Monitor grants and other funding sources; analyze expenditures and revenues to ensure compliance with Federal, State, and City requirements, as well as applicable grant and funding agreements.
  • Develop and analyze financial reports, presentational, and recommendations for management regarding aviation rates; financial performance, revenue projections, and grant funding, and capital funding.
  • Prepare and review financial statements, journal entries, account reconciliations, and financial and management reports to support accurate financial reporting and informed decision-making.

SUPPLEMENTAL FUNCTIONS:

  • Attend meetings, seminars and training programs.
  • Maintain awareness of new developments in the field assigned; incorporate new developments as appropriate into programs.
  • Participate on boards and committees relative to assigned areas of responsibility.
  • Perform related duties and responsibilities as required.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelors degree from an accredited college or university in business administration, finance, accounting, economics or a related field; and

Five (5) years of experience in professional financial analysis and/or fiscal management using automated information systems.

ADDITIONAL REQUIREMENTS:

Possession of a valid New Mexico Drivers License, or the ability to obtain by date of hire.

Possession of a City Operators Permit (COP) within six (6) months from date of hire.

Must be able to successfully qualify for and maintain a Sunport Access Control Card as determined by the criteria set forth by the policies and guidelines of the Aviation Department and the Transportation Security Administration (TSA).

Successful completion of a security background check conducted by U.S. Customs & Border Protection, if applicable.

Working Conditions

Environmental:

Office and airport environment; exposure to computer screens, heat, cold, noise, dust, fumes, and inclement weather conditions; travel from site to site.

Physical:

Essential and supplemental functions may require maintaining physical condition necessary for sitting for prolonged periods of time; operating motorized equipment and vehicles.
