Axyde Analytics is assembling a proposal team for USTDA solicitation 1131PL26R0063, South and Southeast Asia Aviation Infrastructure Project Scoping Mission. This contingent, intermittent role leads the traffic, economics, financeability and PPP work package.
WBS responsibilities
• Develop and test passenger, cargo, fleet-mix, peak-profile and revenue forecasts with downside cases.
• Translate engineering quantities and phasing into CAPEX, OPEX, lifecycle and affordability drivers.
• Assess sponsor capacity, tariffs and charges, financing sources, debt capacity, currency risk and conditions precedent.
• Evaluate PPP/concession risk allocation, market appetite, procurement timing and contingent liabilities.
• Link work packages to defensible U.S.-export opportunity values and implementation pathways.
Required evidence
• 10+ years of aviation economics, traffic forecasting, infrastructure finance, project finance or airport PPP work.
• Demonstrated forecast, cash-flow, affordability, sensitivity, bankability or concession analysis.
• Evidence of feasibility studies, investment cases, project reports, financial models, scopes/TORs or transaction-readiness work.
• Ability to reconcile financial assumptions with technical quantities, schedule and project risks.
Preferred evidence
• DFI/ECA financing, emerging-market airports, South/Southeast Asia concessions or USTDA project-preparation experience.
Engagement
Remote and intermittent over a potential four-year contract period, subject to award and individual assignment authorization. Limited international travel may be requested for applicable assignments and will be confirmed separately. U.S. citizenship or lawful permanent residence is required for proposal eligibility. Selection, award, hours and travel are contingent.
