The Planning and Development Department is actively seeking a Bicycle/Pedestrian Coordinator Senior.

This is an advanced professional transportation planning position responsible for leading multimodal mobility initiatives, develop and implement pedestrian and bicycle programs, review development proposals, coordinate with regulators, improve transportation safety, and coordinate projects. Work requires professional-level proficiency in the theories, principles and practices of bicycle and pedestrian safety, as well as urban planning, which is usually gained through degree granting schools or equivalent training and experience. May assign, train, and monitor the work of others. This position involves ongoing coordination with federal, state and regional transportation planning organizations, local planning agencies, nonprofits, interdepartmental staff, elected leaders, private consultants, and the public to design, prioritize and implement projects and programs for nonmotorized travel modes. Contacts with others require skills in understanding and influencing people and are important in implementing urban planning projects, discussing and resolving work-related issues and problems, and presenting and defending recommendations and decisions. The work is clearly defined in that tasks are covered by substantially diversified procedures and specialized standards, requiring the use of judgment in search of solutions or new applications. Work is performed primarily in an office environment though the employee will be required to make field visits to project sites in order to evaluate projects or gather statistical data. Operates bicycles, motor vehicles, and standard office equipment including a computer and programs such as ArcGIS, Adobe Illustrator, Acrobat Pro, and Microsoft Office Suite (Outlook, Excel, PowerPoint, and Teams), as well as web page editing software. The physical demands consist mainly of sitting at a workstation for extended periods of time, occasionally lifting and moving light objects or file boxes, visiting field sites, and conducting walk audits. Work is performed under limited supervision wherein the work assignments are varied, and the worker plans and organizes the work, and determines priorities based on established procedures, practices, and precedents.

Examples of Work

  • Supports implementation and ongoing updates of the City's Vision Zero Action Plan (VZAP), the 2017 Pedestrian and Bicycle Master Plan, and related multimodal transportation initiatives.
  • Leads the development and/or implementation of projects, programs, and policies supporting pedestrian, bicycle, micromobility, and other multimodal transportation initiatives.
  • Performs technical review of development applications, civil plans, and transportation projects for compliance with applicable ordinances, including Chapter 654 & 656 of the Ordinance Code, and other related regulations, standards, and multimodal design requirements.
  • Participates and provides staff support to committees, working groups, and related initiatives involved in shaping transportation policies, multimodal design standards, and development procedures; coordinates meeting activities and supports compliance with applicable public meeting requirements, procedures, and related policies.
  • Coordinates with the Traffic Engineering Division, Public Works Department, the Office of Public Parking, and other City departments regarding technical issues affecting bicycle, pedestrian, micromobility, and multimodal transportation facilities and operations.
  • Identifies transportation data needs and coordinates data collection,
  • organization, and analysis activities supporting program goals and planning efforts.
  • Conducts ongoing review and evaluation of federal, state, regional and local industry documents, standards, and proven safety countermeasures related to pedestrian, bicycle, and multimodal transportation infrastructure.
  • Deploys, retrieves, and manages nonmotorized traffic count equipment and analyzes transportation data to support planning, project prioritization, and decision-making.
  • Coordinates and supports development, implementation, and ongoing evaluation of bicycle parking, micromobility, and shared mobility initiatives, including technical support, policy coordination, program implementation, and related transportation planning activities.
  • Collaborates with the Transportation Planning Division and Planning Department staff, as well as federal, state, regional, and local planning agencies; elected officials; consultants; nonprofit organizations; and the public to support transportation projects, policies, and programs.
  • Serves as a technical subject matter expert and liaison on bicycling and walking while maintaining awareness of emerging trends, best practices, and industry guidance.
  • Coordinates consultant-led planning studies and assists with project concept development, implementation recommendations, scope refinement, and technical review of deliverables.
  • Supports development, administration, and implementation of transportation grant initiatives through preparation of applications, budgets, reporting, reimbursement documentation, and coordination activities associated with local, regional, state, and federal funding programs.
  • Coordinates implementation and ongoing evaluation of multimodal transportation plans and initiatives supporting nonmotorized mobility and accessibility.
  • Maintains and updates transportation inventories, GIS datasets, maps, and related information systems supporting bicycle, pedestrian, and multimodal transportation planning initiatives.
  • Maintains and coordinates updates to public-facing transportation resources, including web content, interactive maps, and related communication tools supporting bicycle and pedestrian programs and initiatives.
  • Leads or supports transportation safety outreach, education, encouragement activities, and public engagement efforts.
  • Coordinates and supports transportation outreach and community engagement activities, including event planning and logistics, coordination with partner organizations, preparation and management of educational and promotional materials, and participation in public-facing initiatives.
  • Conducts analyses and develops recommendations supporting improved accessibility, safety, comfort, connectivity, and mobility of pedestrian and bicycle facilities and infrastructure.
  • Prepares reports, maps, presentations, web content, and public information materials supporting transportation planning initiatives and public engagement efforts.
  • Operates standard office software and related planning technologies.
  • Demonstrates proficiency in the City of Jacksonville's competencies.
  • Performs related duties as required.

Open Requirements/Supplemental Information

  • A bachelor's degree in urban planning, community planning, regional planning, architecture, geography or landscape architecture, public administration or related field.

  • At least five (5) years experience in planning, or at least (4) four years experience in planning with a masters degree in any of the above listed fields.

  • Must also have at least (2) years experience in bicycle and pedestrian design standards.

  • AICP (American Institute of Certified Planners) certification is preferred.

LICENSING/CERTIFICATION/REGISTRATION:

  • A valid drivers license is required prior to appointment and must be maintained.
  • Must qualify for City of Jacksonville Public Driver Certification prior to appointment, to be obtained once hired, and maintained during employment.

  • The probation period for this class is six (6) months.
