Job Summary
Tryfacta is seeking experienced Key Personnel for the DLA JETS 2.0 – BidWiser KO Portal (B-KOP) Sustainment Support Proposal, RFQ # SP4709-26-Q-4015, supporting DLA Troop Support.
We are seeking qualified professionals across five specialized project management, systems administration, database management, functional reporting and analytics, and information security positions.

Positions and Responsibilities
Responsibilities:
Serve as the Project Manager for a large, complex task order or group of task orders supporting the same system. Work with Government Contracting Officers, Task Order Managers, Government management personnel, customer agency representatives, technical teams, and program leadership.
Provide overall management of assigned task order activities and ensure technical solutions, deliverables, and schedules are implemented in a timely manner. Manage project scope, schedule, staffing, risks, issues, dependencies, performance, and stakeholder communication.
Required Qualifications:
• Project Management certification, such as PMP or another recognized Project Management certification
• Minimum 5 years of relevant experience
• Minimum 5 years of leadership experience with progressively increasing responsibility in IT and/or consulting
• BS or BA degree, or four additional years of related experience
• Must possess the required Moderate Risk, Confidential, Non-Critical Sensitive Tier 3/NACLC/ANACI investigation at the time of proposal
• DoD 8570/8140 Baseline Certification – IAM Level III
Responsibilities:
Ensure the stable operation of enterprise computer software systems and network connections. Plan, install, configure, maintain, support, and optimize network software, servers, applications, and communication links.
Analyze and resolve end-user software and connectivity issues, provide user training, and recommend technology direction aligned with business objectives. Provide local and remote maintenance support for operational systems deployed across multiple locations.
Perform server and application maintenance, upgrades, and new installations. Apply advanced knowledge of application networking, load balancing, fault tolerance, systems administration, and vulnerability management.
Required Qualifications:
• Minimum 7 years of progressive experience in Information Processing
• At least 6 years of specialized experience involving a range of hardware and software solutions
• At least 4 years of concentrated hands-on experience installing, configuring, maintaining, and troubleshooting software
• Proven systems administration experience
• Experience implementing and/or administering a Corporate Performance Management Platform
• Experience with business intelligence tools; Qlik or Power BI preferred
• Experience developing executive-level presentations and presenting to senior management
• Strong interpersonal, customer service, and problem-solving skills
• Secret Clearance and IAT Level II requirements as applicable
• IT-II Sensitive eligibility where privileged access is required
• DoD 8570/8140 IAT Level II Baseline Certification
• Microsoft Certified: Azure Database Administrator Associate certification
Responsibilities:
Provide technical expertise in Database Management Systems (DBMS), including system analysis, programming, database technologies, application design, and DBMS internals.
Evaluate and recommend DBMS products to support validated user requirements. Define file organization, indexing methods, and database security procedures. Develop, implement, and maintain database backup and recovery procedures and ensure data integrity, security, availability, and recoverability are incorporated into database applications and processing environments.
Required Qualifications:
• Minimum 5 years of relevant database and DBMS experience
• Experience with DBMS system analysis and programming
• Strong knowledge of current DBMS technologies and database application design
• Knowledge of DBMS internals
• Experience with database backup and recovery procedures
• Ability to run Automated Work Repository (AWR) reports
• Must possess IT-II security clearance or have a current NACLC at the time of proposal submission
• Microsoft Certified: Azure Database Administrator Associate certification
Responsibilities:
Provide task-specific functional expertise to interpret requirements, ensure responsiveness, and achieve successful program performance. Develop Prime Vendor Scorecards and compile Item and Customer Demand reports.
Produce Contract Management Plan Support Reports and conduct analysis in response to Headquarters and Command initiatives. Analyze operational and business data, develop performance metrics, support modernization initiatives, and provide actionable reporting and analytical support to stakeholders.
Required Qualifications:
• Minimum 5 years of relevant experience
• Experience developing Prime Vendor Scorecards
• Experience compiling Item and Customer Demand reports
• Experience producing Fill Rate Reports
• Experience conducting Price Audits, including random sampling
• Experience producing Vendor Responsiveness Reports
• Experience producing Bridge Contract Spend Cap Monitoring Reports
• Ability to produce Item and Distribution Fee Savings Reports
• Ability to develop metrics to increase visibility and performance within Troop Support Prime Vendor and Part Number business models
• Experience providing reporting support for organizational modernization initiatives
• Strong data analysis and stakeholder reporting experience
• Experience developing solutions within the Microsoft M365 Power Platform
• Relevant certification from a nationally recognized technical authority
• Must possess IT-II security clearance or have a current NACLC at the time of proposal submission
Responsibilities:
Serve as an Information Security Analyst supporting incident response activities for Personally Identifiable Information (PII) incidents and PII-related data breaches.
Perform incident identification, containment, eradication, and recovery activities. Utilize Data Loss Prevention (DLP) tools to identify improperly stored PII data at rest and improperly transmitted PII data.
Perform quarantining of improperly stored PII data, recommend appropriate risk mitigation actions, and ensure appropriate security controls are implemented to safeguard sensitive information.
Engage with stakeholders and mission partners to facilitate containment, eradication, and recovery activities for PII incidents. Validate remedial actions and ensure compliance with applicable DLA and DoD information security and privacy policies.

• Minimum 5 years of relevant information security experience
• Experience performing security incident handling and incident response
• Experience with PII incidents and PII-related data breaches
• Experience with Data Loss Prevention (DLP) software and tools
• Experience with incident identification, containment, eradication, and recovery
• Experience developing solutions within the Microsoft M365 Power Platform
• Must possess IT-II security clearance or have a current NACLC at the time of proposal submission

General Requirements
Candidates should have strong Federal and/or DoD experience, with direct DLA and DLA Troop Support experience highly preferred.
Applicants must meet the education, minimum years of experience, technical skills, certification, investigation, and security eligibility requirements applicable to their selected position.
Current DoD 8570/8140-compliant certifications are mandatory for positions where specified. Position-specific mandatory certifications include PMP or another recognized Project Management certification, IAM Level III, IAT Level II, Microsoft Certified: Azure Database Administrator Associate, a relevant certification from a nationally recognized technical authority, and IAM Level II, depending on the selected position.
