Scion Staffing has been engaged to conduct a search for a Bilingual Payroll Administrator for an established and growing construction organization. This is a direct-hire, onsite position in Phoenix, Arizona.

POSITION OVERVIEW:

The Bilingual Payroll Administrator will play an important role in ensuring accurate and timely payroll for a large field-based workforce across multiple locations and entities. This position is ideal for someone who enjoys detailed payroll work, takes pride in accuracy, and is comfortable managing a high-volume weekly processing cycle. The role works closely with a supportive Finance and Administration team in a small, collaborative office environment.

RESPONSIBILITIES:

• Process high-volume weekly and biweekly payroll, including reviewing and manually entering field timecards and validating hours, rates, overtime, adjustments, bonuses, commissions, and other payroll information.
• Review time and attendance information for accuracy and compliance while managing variable-hour, piece-rate, per-diem, and state-specific payroll requirements.
• Support multi-state and multi-entity payroll operations, including payroll taxes, filings, reconciliations, remittances, final pay requirements, and wage statement compliance.
• Process garnishments, levies, wage withholding orders, off-cycle checks, and other payroll deductions and payments accurately and on schedule.
• Support construction-specific payroll requirements, including certified payroll and prevailing wage reporting, as well as payroll-related workers' compensation, financial, and 401(k) audits.
• Maintain current payroll procedures and documentation while providing cross-functional support to Finance, HR, and benefits team members as needed.

QUALIFICATIONS:

• Bilingual Spanish communication skills and hands-on payroll experience within the construction industry.
• Experience processing high-volume payroll with significant manual timecard/timekeeping entry and a strong ability to maintain accuracy under weekly deadlines.
• Working knowledge of payroll compliance, including overtime, payroll taxes, garnishments, levies, wage withholding orders, and state-specific requirements.
• Experience supporting multi-state and/or multi-entity payroll; certified payroll and prevailing wage experience is highly valued.
• Strong payroll/HRIS technology skills; experience with Sage or similar payroll systems and FPC or CPP certification are a plus.

COMPENSATION AND BENEFITS:

This direct-hire position offers a salary range of $60,000-$67,000, with potential flexibility based on experience. The position is salaried non-exempt and eligible for overtime, along with holiday pay, PTO, sick time, and a broader benefits package. The position is onsite in Phoenix, Arizona, with the option to transition to a four-day, 10-hour Monday-through-Thursday schedule after 90 days.
