    Salas O’Brien Company is supporting the National Institutes of Health Office of Research Facilities (ORF) by managing facility information and performing assessment services. The facility information includes tabular data, computer-aided-design (CAD) files, and other documentation used across the facility lifecycle. The assessment services include field verifying and tagging facility assets, field verifying, measuring, and tagging rooms, and assessing facilities and infrastructure for physical condition.  

    The management of tabular data includes the NIH Facility Asset inventory, NIH Preventative Maintenance templates, and the NIH Space Hierarchy (Regions, Campuses, Buildings, Floors, Rooms). The management of CAD files includes CAD-based floor plans and more complex multi-disciplinary engineering drawings, including As-Designed, As-Built, and As-Is drawings. The management of other documentation includes Operations and Maintenance (O&M) manuals, Submittals, Warranty Agreements, Job Hazard Analysis (JHA), and other documentation used across the facility lifecycle.  

    Managing facility information will be performed by operating as System Administrators for the ORF IWMS, FIMS, and EDMS solutions. In addition to system administration, this requirement includes providing end-user support and training to users of IWMS, FIMS, and EDMS, given the System Administrators are the most knowledge with the system and the information within the system.

     

     

    Job Summary:

    Work tasks will perform Space Data Management tasks including Tabular Space Data, Graphical Space Floor Plans and Drawings as follows:

    • Create, update, and retire space data records for NIH owned and leased property inclusive of land, buildings (floors and rooms), infrastructure assets, and structures. Data records must be developed and updated based upon new space acquisitions, new construction, renovations, and changing space assignment decisions and related moves. Space data records shall be developed and maintained in accordance with GSA and HHS real property reporting guidance documents. 
    • Using the reporting capabilities built into IWMS, follow all established ORF SOPs for the purpose of keeping an historical monthly snapshot copy of a subset of core tabular space data. Store archive of monthly space data snapshots in an approved location on the shared ORF network, for future reference, researching past states of space data, and reporting purposes.
    • Perform Design Review Services related to space management and room numbering. Review project documentation and provide feedback and approval for official room numbers used for the project. Ensure that all proposed room numbers are compliant with the Room Numbering Policy 1212, and do not duplicate existing room numbers or signage, located in adjacent areas outside of the project extents. Create mock/draft room numbering plans and provide via review comments for use by the A/E on subsequent design review submissions.  
    • Maintain a tracking record of the DTR Project Review activities, as well as copies of any room numbering plans in an orderly manner, that can be referenced when the Project Close-out notification is received, as the project nears completion. Develop dimensionally accurate space management floor plan drawings using CAD software. The source data for the creation of the IWMS Space Management floor plan drawings is primarily from record/ as-built architectural drawings that are delivered with completed C# construction and renovation projects. These drawings shall follow all IWMS CAD standards, for the purpose of capturing and publishing core space data to the IWMS database, using a Nuvolo CAD plugin that automates the update process. Polylines shall be drawn in accordance with BOMA space measurement standards and procedures. Drawings/files must be created or updated as needed based upon new space acquisitions, new building construction, and renovations of existing space. 
    • Convert (AEC) Project Contractor created and submitted CAD files to NIH-standard format. When updating an existing NIH space floor plan, isolate and transfer only the AEC Contractor CAD architectural data that is necessary for the purposes of compliance with NIH drawing standards.  
    • Publish these floor plans utilizing the IWMS CAD Extension, to create a visual, interactive floor plan for IWMS Users to view or query as required to support ORF business practices. Additionally, some values for tabular space data fields can be updated using the CAD extension. Follow all established ORF SOP’s and IWMS CAD-related workflows for both purposes, depending on task. 
    • Follow all established ORF SOPs for the purpose of keeping an historical copy of every version of a floor plan CAD file that is published to IWMS. Store this archive of floor plan files in an approved location on the shared ORF network, for future reference, researching past layouts of space, and reporting purposes. 
    • Monitor IWMS automated email notifications when construction projects enter the Close-Out Phase, indicating that project record documentation should become available. Communicate with ORF Project Officer to coordinate the turnover of record CAD files, and sign-off of Project Data Turnover Form, to facilitate the update to IWMS space data and floor plans. Keep a record of each Project Close-out notification received, and what follow-up action, if any, was taken to document any necessary updates to the space data in IWMS, as a result of the project’s completion.

     

    Essential Functions

     Work tasks will be varied and require flexibility and versatility in the facility operations and maintenance field. Examples of the type of work to be performed include: 

    • Work collaboratively with a team of multi-discipline engineers to produce high quality reports and specification documents within an established schedule and budget.
    • Manage field operations in unconditioned mechanical and electrical spaces.
    • Review as-built documents and develop repair/replacement cost estimates.
    • Perform regular site visits to understand existing conditions while developing specifications, updating design or construction documents.
    • Perform facility condition assessments and capital asset management planning.
    • Detailed cost analyses and material take-offs of a variety of building types throughout the US.
    • Coordinate and manage teams performing onsite facility condition assessments.

     

    Qualifications and Experience:

    • 10 years of professional experience in space management, facility operations and maintenance.
    • Proficient in computer aided drafting and maintenance management system (CMMS) software.
    • Proficient in Microsoft suite applications.
    • Effective interpersonal skills and strong communication (written and verbal).
    • Confident and ambitious problem solver.
    • Creative and innovative – Self-directed initiative.
    • Detail-oriented.
    • Preferred: Bachelor of Science Degree in Project Management or Engineering Field required from an ABET accredited program.

    Additional Eligibility Qualifications

    • Valid/Unrestricted driver license 

    Work Authorization/Security Clearance 

    • Must be a US Citizen for Security Clearance requirements.
    • Ability to obtain clearance from the Defense Security Service and other Federal Government Agencies.

    Work Environment

    • Primary work is performed in an office environment.
    • Field validations require trips to mechanical and electrical operating facilities and potentially active construction sites.

    • Industrial site investigations and field construction support may require extensive walking.

     

    Type: Full-Time

    Travel: Position is primarily based in Bethesda, MD but serves satellite locations. Must have ability and willingness to travel to locations where work is to be performed (10% travel requirement).

    Compensation:

    The expected base salary range for this role is $105,000-$115,000 per year. Actual compensation will be determined based on a number of factors including skills, experience, qualifications, and location.
