DESCRIPTION

The City of Long Beach, Department of Health and Human Services is recruiting for seven (7) part-time, unclassified Community Program Technician II positions. Reporting to the Tactical Operations Coordinator (Community Program Specialist IV), these positions will be responsible for carrying out daily operational duties of the BioWatch program and supporting the City's Local Distribution Site (LDS) logistics functions. These roles emphasize technical fieldwork, specimen transport, and logistical support for emergency preparedness operations. Report-to-work time for some positions will be 4:30 am (Pacific Time). EXAMPLES OF DUTIES

  • Perform daily checks of BioWatch Portable Sampling Units (PSUs) to ensure proper function and documentation.
  • Collect and securely transport BioWatch samples to the designated BioWatch laboratory in compliance with federal protocols.
  • Deploy and monitor PSUs during City, regional, and national special events to ensure continuous environmental monitoring.
  • Support LDS logistics operations by deploying and demobilizing equipment for field operations, including Points of Dispensing (PODs) and other emergency response sites.
  • Participate in trainings, exercises, and drills related to BioWatch, emergency preparedness, and LDS operations to maintain operational readiness and compliance with applicable procedures and protocols.
  • Deliver personal protective equipment (PPE) and other emergency assets to City departments, hospitals, and healthcare partners as needed.
  • Operate and maintain City vehicles used for sample delivery, equipment transport, and logistics support, including conducting routine safety checks.
  • Assist with warehouse operations, including inventory management, receiving, staging, and distribution of preparedness supplies.
  • Maintain accurate records, logs, and reports to support BioWatch and LDS program requirements.
  • Ensure compliance with safety protocols, chain-of-custody requirements, and program procedures.
  • Report to work and begin daily activities as early as 4:30am.
  • Occasional heavy lifting (85 lbs) of equipment.
  • Perform other related duties, as required.

REQUIREMENTS TO FILE

MINIMUM REQUIREMENTS:

  • High School diploma or equivalent.

  • Two (2) years of full-time professional experience in providing technical support for the delivery of grant related programs, grant related activities, and grant related services.

  • College education in Public Health, Public or Business Administration, Social Work, or closely related field may be substituted for the required experience on a year-for-year basis. (Proof of education required.*)

  • A valid motor vehicle operator license. Field travel is required.

  • Required documents, such as transcripts, degrees and/or certification, must be uploaded to the online application at time of filing.
