Under general supervision of the Director of the Population Health Surveillance Section within the Bureau of Maternal and Child Health (MCH), this position will be primarily responsible for managing the SC Birth Defects Program including all staff and activities. The manager will be responsible for overall implementation of the program and responsible for coordinating effective use of health data for prevention, research, and referrals. The manager will collaborate with programs across the MCH Bureau to ensure awareness and understanding of birth defects in South Carolina.

STRATEGY AND PLANNING:

Lead the SC Birth Defects Program to include the systematic collection of quality data, collaboration with internal and external stakeholders to ensure awareness of available information and ensuring effective use of data. Identify and address gaps in the surveillance of birth defects in South Carolina.

SUPERVISION:

Plan, assign, schedule, prioritize, direct, and coordinate the work of assigned staff. Conduct employee performance reviews, ensuring the accuracy and quality of work and overall work performance.

PROGRAM ADMINISTRATION/SUPPORT:

Participate in writing grant and other funding proposals. Direct, review, and develop requests for proposals and contracts. Provide and review technical assistance to communities and partners with respect to birth defects and public health surveillance. Work as a liaison to outside entities to develop and maintain partnerships. Serves as a primary investigator (PI) for existing grants.

Performs other related duties and special projects as assigned, including travel if requested, and responds as directed during emergencies which may occur outside normal work hours, and travel if requested.

Minimum and Additional Requirements

State Minimum Requirements: A bachelors degree and relevant program experience.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Agency Additional Requirements: Strong understanding of birth defects. Working knowledge of effective program planning, evaluation, grant writing, and reporting of activities. Effective knowledge of South Carolina's public health system and maternal and child health issues. Experience in using data to monitor the health status of populations. Ability to foster effective relationships across program areas and disciplines internal and external to SC Department of Public Health (DPH). Competence using computers/software is necessary.

Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the SCDPH Chief Human Resources Officer, or their delegate.

Preferred Qualifications

Master's degree in public health or related field and two (2) years of supervisory experience. Excellent oral and written communications skills required.
