Major Duties

The incumbents responsibility, first and foremost, is to lead by example, to shape and sustain a working environment most conducive to the successful performance of those entrusted to his/her leadership and direction; creating a positive atmosphere and culture within the Marine & Family Programs Division and its constituent branches that reflects the pride, professionalism, sense of accomplishment, fulfillment, collaborative engagement, well-being, and wholehearted customer focus of its employees is the incumbents essential purpose and focus of main effort.

Manages the day to day operations of a branch library facility including, but not limited to, the following: provide circulation desk functions, including registering qualified patrons, charging and discharging library material, explaining and enforcing library rules and regulations and taking requests for reserves and inter/intra library loans, manages collections (e.g. books, CDs, DVDs, magazines, electronic resources, etc.) by periodic assessment, requesting new materials and updating materials as necessary.

Provide reference and assistance utilizing the online catalog, standard reference sources, encyclopedias, and online databases. Provide programs for all ages to include a Summer Reading Program.

Manages and is responsible for maintenance and upkeep of the facility and all property. Supervises the handling of any monies received and tracks local budget expenditures as necessary. Compiles and records statistics on library usage and prepares budgetary requests for review by the Library Director.

Supervise branch employees; delegate work, as appropriate; coach, counsel, mentor, and tutor branch staff; review, approve and disapprove leave requests; complete and submit personnel actions; administer disciplinary action, as necessary; complete performance reviews; manage time and attendance; provide staff training; keep abreast of and actively support the principles of the EEO program and prevention of sexual harassment,

Demonstrates and promotes World Class Customer Service with an emphasis on courtesy. Assists customers and associates and communicates positively in a courteous and considerate manner. Acknowledges customers and associates; smiles and makes eye contact. Asks questions to determine, verify and solve problems. Helps shape customer and associates expectations. Inspires and sustains the trust and confidence of customers, associates, colleagues, senior management and subordinates. Checks for satisfaction with the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact, for help when problems arise.

Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. May conduct safety meetings. Advise employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures that safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions and follows through with appropriate action. Ensures minimal loss of duty by complying with "Return to Work" program initiatives and following up on employee well-being.

This is a white-collar position where occasional lifting up to 20 lbs. may be required.

Performs other related duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS: Must have a four-year college degree and one-year supervisory experience. Demonstrated experience and knowledge of procedures related to all aspects of major library functions. Knowledge of integrated library software as well as a familiarity with reference materials and online searching techniques. Ability to operate basic library equipment, such as computers, copy machines, and audiovisual equipment. Exemplary oral and written communication skills including a strong grasp of grammar, spelling, capitalization, and punctuation necessary to prepare routine correspondence and to file and locate materials accurately.

Must be able to obtain and maintain TIER-1 Child Care (CNACI) background checks which are required for positions that involve working with children under 18 years of age.
