Overview:

 

The Branch Operations Fleet Manager is responsible for leading the strategic direction, governance, and performance of the company’s fleet operations. This role oversees a Fleet Analyst responsible for day-to-day execution and serves as the primary liaison between branches, fleet partners, and vendors. The Manager drives cost optimization, compliance, vendor performance, and operational efficiency while ensuring alignment with business priorities. This role is accountable for establishing visibility through reporting, managing escalations, and delivering continuous improvement across fleet operations.

Responsibilities:

Leadership & Team Oversight

  • Lead and develop a Fleet Analyst responsible for daily fleet operations, ensuring effective execution and service delivery.

  • Establish clear roles, accountability, and performance expectations for fleet support activities.

  • Provide guidance, escalation support, and decision-making for complex fleet issues.

 

Strategic Fleet Management

  • Develop & maintain Fleet Policy and additional documents, and seek collaboration from leadership, safety, human resources and legal.

  • Own fleet strategy, including spend control, lifecycle management, and optimization of fleet size and utilization.

  • Develop and manage fleet budgets, forecasts, and cost-reduction initiatives aligned to financial targets.

  • Identify and implement continuous improvement opportunities across fleet operations and branch support models.

 

Branch & Partner Collaboration

  • Partner & collaborate with EHS/Safety/Risk Management for vehicle collision reviews, vehicle & driver safety challenges and improved-on-the-road safety.

  • Ensure alignment between field needs and centralized fleet processes.

  • Lead resolution of fleet-related escalations, including vendor issues, service delays, and operational disruptions.

  • Develop structured escalation processes and ensure consistent execution.

 

Fleet Operations Governance (Analyst Oversight)

  • Provide oversight of daily fleet activities executed by the Fleet Analyst, including:

  • Vehicle assignments and reallocations

  • Vehicle ordering and replacement coordination

  • Change requests and asset updates

  • GPS activations and telematics management

  • Ensure service levels, accuracy, and timeliness of all fleet transactions.

 

Vendor & Fleet Partner Management

  • Manage relationships with fleet partners, leasing companies, and service vendors.

  • Establish performance expectations, SLAs, and accountability measures.

  • Lead contract negotiations and identify cost-saving opportunities.

 

Compliance & Risk Management

  • Ensure adherence to federal, state, and local regulations (MVR, GPS, DOT, licensing, insurance, etc.).

  • Monitor and drive compliance to fleet policies, safety standards, and audit requirements.

  • Track compliance metrics and ensure achievement of targets.

 

Reporting & KPI Management

  • Develop and manage a reporting cadence providing visibility into fleet performance.

  • Monitor key metrics including cost, utilization, downtime, compliance, and vendor performance.

  • Deliver insights and recommendations to leadership and stakeholders to support decision-making.

  • Analyze fleet data to identify trends, risks, and opportunities for optimization.

  • Drive initiatives that improve operational efficiency, cost control, and service effectiveness.

 
Qualifications:

Minimum Education Required

Bachelor's degree

Business Administration, Supply Chain, Logistics, Transportation Management, or related field preferred.

Equivalent combination of education and experience may be considered.

 

Minimum Experience Required

7+ years of fleet management, transportation, logistics, or related experience.

  • Prior experience leading people or managing functional oversight responsibilities.

  •  Experience managing vendor relationships, contracts, and performance expectations.

  • Strong background in financial management, including budgeting, forecasting, and cost control.

  • Experience with fleet management systems, telematics, and data-driven decision-making.

 

Knowledge, Skills, and Abilities

  •  Strong understanding of fleet operations, DOT regulations, and vehicle maintenance practices.

  • Knowledge of fleet management software, GPS tracking, and telematics systems.

  • Excellent analytical and problem-solving skills.

  • Strong budget management and cost-control abilities.

  • Effective communication and leadership skills.

  • Ability to manage multiple priorities in a fast-paced environment.

  • Proficiency with Microsoft Office Suite, particularly Excel.
