Purpose of Your Job Position
The primary purpose of you job position is to assist in the day-to-day accounting functions of the facility in accordance with current acceptable accounting and cost reimbursement principles relating to the long-term care operation, and as may be directed by the Administrator or Office Manager.
Delegation of Authority
As Accounting Clerk/Bookkeeper, you are delegated the administrative authority, responsibility, and accountability necessary for carrying out your assigned duties.

Duties and Responsibilities
Administrative Functions
- Update manual census and reconciled against QC.
- Prepare Medical ARF /TAR with appropriate attachment on timely fashion and update Cal-Optima visit log.
- Fax & Update Medi-Cal approved ARF to Cal-Optima and ended in QC.
- Post Medical RA received to appropriate resident account & reconciled cash report.
- Maintain copies of all debits/credits authorization payment issued to each resident.
- Monitor and collect accounts receivables. Report delinquent accounts to the Office Manager/Administrator/ A/R Resource.
- Research aged balance on aging and identify account for adjustment and communicate to BOM if assistant needed.
- Prepare and process resident’s share of cost overpayment.
- Verify Medical eligibility (monthly) and update batches through out the month.
- Maintain complete Medical eligibility (certs) monthly.
- Update Quick-Care for any SOC changes and sent out revised statement.
- Make collection follow up calls
- Prepare legal referral on unpaid share of cost account.
- Prepare and response to Cal-Optima for monthly NCS request.
- Prepare write off on uncollectible accounts and process refund.
- Prepare and mail statements.
- Enter new resident into our billing system (Quick Care)
- Prepare and submit weekly & monthly Medical electronic claims by deadlines.
- Assist resident, family, department heads, and vendor with billing questions.
- Enter monthly ancillary charges assign at month end.
- Prepare daily census & distribute report for stand up meeting.
- Prepare daily banking deposit.
- Prepare private statements monthly.
- Reconciled month end manual census by 12 noon of 1st working day.
- Reconciled Medical month end cash.
- Assist resident/family with Medi-Cal application and annual Re-dermination.
- Attend weekly A/R review with BOM & Executive Director.
- Assist resident with Social Security change of address or become payee.
- Prepare and refer resident’s family with financial abuse to state.
- Provide weekly update of Medical pending cases to BOM & Executive Director.
- Maintain approved Medical authorization (ARF) in A-Z binder.
- Maintain monthly NCS billing with supported invoice and DHS-6118 form in binder by year.
- Maintain private collection binder with notes up to date on unpaid share of cost accounts.
- Maintain monthly working aging binder.
- Maintain Cal-Optima visit log with Cal-Optima census in binder by month.
- Maintain MC171 and D-8 alert with it follows up documentation in binder.
- Perform administrative functions as necessary or directed.
Staff Development
- Attend and participate in workshops, seminars, etc., to keep abreast of current changes in the long-term care field, as well as to maintain a professional status.
- Create and maintain an atmosphere of warmth, personal interest, and positive emphasis, as well as a calm environment throughout the facility.
- Attend and participate in annual OSHA and CDC in-service training programs for hazard communication, TB management, and bloodborne pathogens standard.
Safety and Sanitation
- Follow established safety regulations, to include fire protection/prevention, smoking regulations, infection control, etc.
- Follow established ergonomics policies and procedures governing lifting techniques, repetitive tasks, and the use of safety equipment and supplies to prevent work-related injuries and illnesses.
Equipment and Supply Functions
- Ensure that an adequate supply of accounting supplies and equipment are on hand to meet the day-to-day operational needs of the facility.
- Report equipment and office supply needs to the Office Manager.
- Request repairs for office equipment as necessary.
Resident Rights
- Maintain confidentiality of all resident information.
- Knock before entering a resident’s room
- Ensure that the resident’s rights to fair and equitable treatment, self-determination, individuality, privacy, property and civil rights, including the right to wage complaints, are well established and maintained at all times.
Working Conditions
- Works in office areas as well as throughout the faculty.
- Moves intermittently during working hours.
- Is subject to frequent interruptions.
- Is involved with residents, family members, employees, visitors, government agencies/personnel, etc., under all conditions/circumstances.
- Is subject to hostile and emotionally upset residents, family members, employees, and visitors.
- Works beyond normal working hours, on weekends and holidays, and on other shifts when necessary.
- Is subject to call-back during emergency conditions (e.g., severe weather, evacuation, post-disaster, etc.)
- Attends and participates in continuing educational programs
- Is subject to injuring from falls, burns from equipment, odors, etc., throughout the work day, as well as reactions from dust, disinfectants, tobacco smoke, and other air contaminants.
- Is subject to exposure to infectious waste, diseases, conditions, etc., including TB and the AIDS and Hepatitis B viruses.
- May be subject to the handling of and exposure of hazardous chemicals.
- Communicates with the medical staff, nursing personnel, and other department supervisors.
Educational Requirements
Most possess, as a minimum, a high school education or its equivalent.
Experience
- Must have, as a minimum, ___ year(s) experience in bookkeeping or accounting practices.
- Experience in health care accounting preferred but not required.
Specific Requirements
- Must be able to read, write, speak, and understand the English language.
- Must possess the ability to make independent decisions when circumstances warrant such action.
- Must possess the ability to deal tactfully with personnel, residents, family members, visitors, government agencies/personnel and the general public.
- Must be able to type 45 words per minutes, use a 10-key calculator.
Must possess the ability to work harmoniously with other employees. - Must possess the ability to plan, organize, develop, implement, and interpret the programs, goals, objectives, policies, and procedures, etc., that are necessary for providing sound accounting techniques.
- Must be able to understand and carry out written and oral instructions.
- Must have patience, tack, cheerful disposition and enthusiasm, as well as be willing to handle residents, staff, and visitors based on whatever maturity level at which they are currently functioning.
- Must posses the ability to seek out new methods and principles and be willing to incorporate them into existing accounting practices.
- Must be knowledgeable of computers, data entry, output, etc.
- Must possess the ability to key-in date input for an extended period of time.
- Must possess the ability to examine and verify financial documents and reports.
- Must be able to prepare financial and other records in a systematic, neat, and legible manner.
- Must not pose a direct threat to the health or safety of other individuals in the workplace.
Physical and Sensory Requirements (With or Without the Aid of Mechanical Devices)
- Must be able to move intermittently throughout the workday.
- Must be able to speak and write the English language in an understandable manner.
- Must be able to cope with the mental and emotional stress of the position.
- Must possess sight/hearing senses or use prosthetics that will enable these senses to function adequately so that the requirements of this position can be fully met.
- Must function independently, have flexibility, personal integrity, and the ability to work effectively with residents, personnel, and support agencies.
- Must meet the general health requirements set forth by the policies of this facility which may include a medical and physical examination.
- Must be able to relate to and work with ill, disable, elderly, emotionally upset, and at times hostile people within the facility.
- Requires repetitive hand motion. Minimal lifting and carrying requirements.
- May be necessary to assist in the evacuation of residents during emergency situations.
