Job Description
Prepares and loads the annual budget into the Iowa Advantage system; ensuring budget is in balance prior to the start of the FY.
Makes necessary changes in the system throughout the fiscal year to keep the budget in balance.
Prepares monthly budget projections by forecasting revenues and expenses, including salary projections, based on historical and current information.
Track large expenses including overtime, food, utilities, medical, etc.
Responsible for maintaining internal controls of all expenditures.
Complete pre-audit and approval of all expenditures that are being forwarded to the Department of Administrative Service - State Accounting Enterprise for payment.
Assign accounting codes so that expenses are appropriately categorized.
Enter various financial documents into the Iowa Advantage system.
Handles all expenditures and revenues for the miscellaneous account/offender groups.
Monitors the accounts to ensure the groups are not overspending and the expenditures are valid.
Prepare monthly statements.
Track all revenues, collect cash and make sure all cash controls are being followed.
Make weekly bank deposits and prepare necessary transmittals.
Ensure the proper accounting and coding of all revenue receipts.
Prepare appropriate source documents for submission to the state treasurer and data entry to the Iowa Advantage system.
Balance all local bank accounts monthly.
Prepare annual institution GAAP (Generally Accepted Accounting Principles) report including interpretation and application of generally accepted accounting principles and DAS requirements.
Handle all fixed asset reporting and tracking including depreciation.
Gather all consumable inventories.
Miscellaneous duties:
Track vehicle depreciation balances held with DAS.
File Unclaimed Property reports to various states.
Prepare invoices for vending, utilities, and miscellaneous items.
Track special projects as requested.
Submit all necessary reports for TSB (Targeted Small Business) requirements.
Submit quarterly sales tax reports as necessary.
Work with medical providers to ensure Medicaid applications are completed when necessary.
Fills in for other positions during absences for vacation, sick leave, etc.
Provides assistance to state auditors during fiscal audit each year.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to two years of full-time work in professional level budget analysis or fiscal management.
2) All of the following (a and b):
a. Two years of full-time work experience in professional level budget analysis or fiscal management; and
b. A total of four years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
3) All of the following (a, b, and c):
a. Graduation from an accredited college or university with a masters degree in business administration or public administration; and
b. One year of full-time work experience in professional level budget analysis or fiscal management; and
c. A total of four years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
4) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Budget Analyst 1.
