JOB SUMMARY

Under the general direction of the Budget Manager, the Budget Analyst I role provides technical, analytical, and administrative support and coordination for the City's annual budget development, projections, and administration, including but not limited to supporting City departments, preparing formal presentation documents, training in accounting/budgeting processes and procedures, and conducting special projects.

ESSENTIAL FUNCTIONS

The following list highlights the main responsibilities of this position. While it covers the core tasks, it may not include every duty that could be assigned. Employees may be asked to take on other responsibilities as needed to support the team and department.

  • Assists in the coordination of building the annual budget calendar and various budget review sessions.
  • Creates and maintains various budget-related agenda items as well as annual public notices.
  • Assists in the coordination of City-wide annual budget development activities in accordance with City policies and procedures and regulatory standards governing the work.
  • Reviews and analyzes department budget submissions for accuracy and compliance with budgetary accounting principles and procedures; makes recommendations for revisions/changes accordingly.
  • Assists with the development of expense and revenue budgets and budget books for formal presentations to management and residents.
  • Provides support to departments in budget development/administration procedures and system processes; informs and trains on new or changing standards, processes, and procedures.
  • Ensure adherence to adopted budgets throughout the fiscal year (i.e., tracking projected revenues and expenditures to actuals, recommending reclassifications of actuals to correct accounts, creating and approving budget transfers, and budget-related agenda items).
  • Performs financial and technical analyses and prepares various presentations, charts, graphs, and statistics for budget tracking, performance measurement, regulatory and audit compliance, and response to management requests.
  • Reviews policies and procedures; provides recommendations for improving department efficiency and effectiveness.
  • Perform other related work as required.

MINIMUM REQUIREMENTS & PREFERRED QUALIFICATIONS

MINIMUM REQUIREMENTS

  • Bachelor's degree in Accounting, Finance, or a closely related field; OR an equivalent combination of education and progressively responsible experience that demonstrates the ability to perform the essential functions of the role.
  • Three (3) years of budget, accounting, or finance experience, preferably involving government, project, contract, or capital project financial analysis, reconciliation, and management.
  • Proficiency with Microsoft Office and familiarity with financial/ERP systems.
  • Valid driver's license with an acceptable driving record.

PREFERRED QUALIFICATIONS

  • Experience with an enterprise financial system (Tyler-Munis preferred).

PHYSICAL DEMANDS

This position requires the ability to lift up to 15 pounds occasionally. Work involves constant vision and frequent sitting, handling, and fine dexterity. Occasional standing, walking, lifting, carrying, pushing/pulling, reaching, balancing, hearing, and talking are required. Rare activities may include bending, twisting, climbing, and operating foot controls.

WORK ENVIRONMENT

Work is primarily performed in an office setting with extended periods of sitting and frequent interaction with internal departments and external stakeholders.
