Budget Analyst III - Secret Cleared

Summary/Objectives:

Trewon is seeking an Budget Analyst with an active Secret clearance to support our Federal Government client. Budget Analysts perform a wide variety of administrative and analytical duties to ensure the successful accomplishment of the Bureau’s budget program for the assigned appropriation area. Specific processes may vary depending upon the directorate and/or office assigned, with activities, workflows, and systems/tools governed by SOPs that typically evolve over time. The Budget Analyst must demonstrate an understanding of appropriations law and the nexus to statutory authority and adherence to government approved procedures.

Duties and Responsibilities:

• Demonstrate understanding of types of funds, status of funds, appropriation lines, and funding authority.

• Provide budget analysis for all phases of the budgetary process, including formulation, justification, presentation, enactment and/or execution.

• Formulate and edits consolidated budget requests based on review and analysis of annual or multi-year budget estimates and budget submissions for assigned organizations/programs.

• Evaluate budget execution based on analysis of obligations and actual expenditures from various sources and in evaluating budget performance based on Department guidance and Bureau mission.

• Analyze financial and historical data trends to engage in financial due diligence reporting on programs and projects commitment, obligation, costs, and workforce status for planned DS objectives.

• Engage in research and analysis of internal information to advance an effective assessment of risk factors and identify high risk areas.

Other skills:

• Must be proficient in the use of Microsoft applications (MS Word, PowerPoint, and Excel).

• Knowledge of Interagency Agreements (IAA)s and Treasury processes, i.e. Treasury FS Form 7600 A and B is preferred.

• Must be highly organized and have excellent oral and written communication skills to interface with personnel and other government agencies at all levels.

• Demonstrated ability to handle multiple tasks simultaneously.

• Knowledge of office policies, practices, and procedures.

• Experience working with databases and other financial systems.

• Knowledge of accounting skills.

• Maintains professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices.

• Demonstrates knowledge of the federal budget cycle and skill in formulating, executing, and analyzing budget financial data.

Education Required

• BS/BA or higher – applicable major preferred

• 3-7 years of accounting, budgeting, or other relevant financial experience

Work Environment

This position is fully on-site. This role routinely uses standard office equipment such as computers, phones, photocopiers. The core working hours are 9 AM – 3 PM Monday through Friday. Employees will take a mandatory meal break to cover a minimum of 30 minutes. Manager may grant variance depending on client (government or prime contractor) flow-down specifications, upon employer application.

Salary Band : $95,000.00 - $120,000.00 per year*
