The City of Casper is seeking a strategic, collaborative, and forward-thinking Budget Manager to lead the Citys budget development and long-range financial planning. Incumbent is responsible for directing, managing, and overseeing the activities and operations of the Budget Division within the Financial Services Department; contributing to overall Financial Services Department management as a member of the department's leadership team in the development and administration of budget policies, programs, and initiatives; coordinating assigned activities with other City departments and outside agencies; and providing highly responsible and complex administrative support to the Financial Services Director.
REPORTING STRUCTURE: Receives general guidance from the Financial Services Director.
Typical Class Essential Duties
Exercises supervisory authority over assigned division to include: authorizes time-off; approves payroll and hiring; coordinates staffing and operational activities; ensures that training and development is provided to staff; provides consistent accountability with disciplinary actions (as warranted), in addition to maintaining a healthy and safe work environment.
Develops and monitors the City's annual budget, long range fiscal plans, budget analysis, capital planning, and optional sales tax funding; provides recommendations and input regarding operational and capital budgets to executive leadership and the City Manager.
Assists with enterprise fund rate analysis, financial modeling, and related fiscal analysis.
Manages and participates in the development and administration of Financial Services Department budgets, directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring and approval of expenditures; directs the preparation and implementation of budgetary adjustments, as necessary.
Supervises and reviews budget amendments for accuracy and compliance; works with departments to ensure revenue and expenditure budgets are accurately reflected and maintained within statutory requirements.
Develops staffing budgets with the Budget team, including salary and benefit forecasting associated with reorganizations, new positions, reclassifications, and off cycle budget adjustments.
Manages Priority Based Budgeting (PBB) processes and reporting, including development of program-based budget reports, budget to actual analysis, year over year expenditure comparisons, public engagement support materials, and related reporting for executive leadership and City Council; collaborates with departments to maintain accurate program and cost information.
Coordinates Budget Division activities with City departments, outside agencies, and organizations to support fund management, budget development, fiscal analysis, and organizational understanding of budget processes; prepares and presents staff reports and related correspondence.
Participates on a variety of committees; attends and participates in professional group meetings; stays abreast of new trends and innovations in budgeting.
Supervises and prepares technical financial reports, departmental records, and the City's annual budget document, including materials submitted for Government Finance Officers Association Distinguished Budget Presentation Award consideration.
Partners with City departments to develop performance measures that align departmental activities, service delivery, and resource allocation with Council priorities and strategic objectives.
