Job SummaryThe Office of Fiscal Affairs is now accepting applications for a Budget and Policy Analyst. This is a professional level position that performs data and policy analysis for budgetary and financial matters. This position supports the primary goals of the USG Budget Office by:Providing timely, accurate, and actionable information to decision-makers;Providing professional guidance and support to budget offices and budget managers across the USG;Providing oversight to ensure compliance with policy and procedure.Primary DutiesAssists in the University System of Georgia's annual budget development process; reviews annual institutional budget submissions; reviews quarterly institutional budget amendments; reviews and analyzes quarterly expenditure submissions;Submits amendment and allotment information to the Governor's Office of Planning and Budget;Reviews annual institution submissions, such as requests for mandatory fees, revenue projections, tuition requests, elective fees, and auxiliary business plans;Monitors and researches institutional budgets through various reporting mechanisms, including use of PeopleSoft Financial queries and reports;Assists in the preparation of fiscal policies and procedures; reviews and makes state‑approved changes to the Business Procedures Manual;Provides requested data or analyses to USG institutions, legislators, and other interested parties;Researches, reviews, analyzes, interprets and reports a variety of data and information; develops a variety of regular and special reports;Hosts regularly scheduled update meetings with USG institutional staff;Provides guidance and support to institutional budget managers;Presents on Budget Office items to external groups as needed;Performs related duties as assigned.Day‑to‑Day Budget Management of the University System OfficeProvides professional budget and planning services to USO budget managers; creates strategies to link resource planning and programmatic outcomes;Monitors and tracks departmental budgets; processes budget journals for amendments and adjustments throughout the fiscal year; corrects failed budget errors in PeopleSoft Financials; approves transactions (e.g., requisitions, travel, payment requests) for specific areas identified;Develops financial projections and models;Supports position management: monitors and tracks personnel budget, identifies problems, initiates corrective action and follow‑up in OneUSG Connect.Required QualificationsBachelor's degree from an accredited college or university is required with a minimum of three years related experience or an equivalent combination of education and experience.Preferred QualificationsExperience in fiscal or business operations within an institution of the University System of Georgia.Master's degree required with over three years of related program management experience, or equivalent combination of education and experience.
