Building/Housing Inspector

  • Considerable responsible experience in building construction and inspection work, or an equivalent combination of education and experience.

REQUIREMENTS Must pass a criminal background investigation and pre-employment physical. NATURE OF WORK PERFORMED The City of Bethlehem is seeking a Building/Housing Inspector to join its Code Enforcement Bureau. This position performs building, housing, and construction inspections to ensure compliance with applicable building, safety, zoning, and minimum housing standards. EXAMPLES OF WORK PERFORMED

  • Inspect residential, commercial, industrial, and other buildings during and after construction.
  • Review plans, specifications, and construction work for compliance with applicable codes and ordinances.
  • Conduct housing inspections and investigate complaints involving potential code violations.
  • Issue building permits, correction notices, citations, and certificates of use and occupancy.
  • Explain code requirements and compliance procedures to property owners, contractors, builders, and the public.
  • Conduct re-inspections to verify that violations have been corrected.
  • Maintain accurate inspection and enforcement records.
  • Obtain warrants and appear in court as a witness when necessary.
  • Respond to emergency call-outs and perform other related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to maintain required Pennsylvania certifications.

  • Ability to apply building, safety, zoning, and housing codes.

Electronics Repairman

Department WSR/Wastewater Treatment Plant Type of Position Full-Time, Union Salary/Pay Rate $31.47 per hour Deadline to Apply ongoing MINIMUM QUALIFICATIONS

Must possess an Associate's Degree in Electronics Technology with a minimum of two years of experience.

Considerable experience in the repair, servicing, operation, and programming of electronic instrumentation equipment, and use of computer systems, and SCADA, and security systems; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

REQUIREMENTS Must pass a criminal background investigation, pre-employment physical, and drug test. NATURE OF WORK PERFORMED This position is responsible for the installation, repair, maintenance, functional evaluation, programming, and operation of electronic instrumentation, electronic and computer equipment, SCADA Systems, and security systems at the City's Wastewater Treatment Plant. EXAMPLES OF WORK PERFORMED

  • Oversees and participates in installing, operating, repairing, maintaining and performing functional evaluations of electronic equipment/components and SCADA Systems' hardware and software necessary for the operation of various facilities and other associated locations.
  • Installation, maintenance and repair of metering equipment such as pH, chlorine, turbidity analyzers, chart recorders, etc.
  • Maintains records of all repairs, reprogramming, maintenance, replacements, systems checks and all other work performed.
  • Maintains inventory of parts required and is responsible for equipment/parts ordering through the immediate Supervisor.
  • Replaces defective solid-state components, circuit boards, power supplies and related parts.
  • Designs and oversees the installation of "in-house" cabling and wiring required to enable equipment and the SCADA Systems' to function;
  • Repairs meters and test gear, and adjusts transmitters over a 4 to 20 ma range.
  • Supervises and instructs other employees in the proper use of instrumentation, computer equipment and the SCADA Systems and makes recommendations for improvements and/or replacements.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Thorough knowledge of the principles and theory of electronics, instrumentation, and computer applications; methods, materials, tools, instruments, and practices used in installing, operating, repairing, and maintaining electronic instrumentation, computer equipment, and SCADA Systems.
  • Good knowledge of instrumentation used in water and sewer facilities (i.e., flow and pressure transmitters, digital indicators, recorders, RTUs, PLCs, SLC controllers, distributed logic controllers, piezometers, security system components).
  • Ability to operate a PC and PC applications as well as with a computerized Process Control (SCADA) System; program electronic monitoring devices; good knowledge of computer programming and troubleshooting.
  • Must possess skill in the use and care of tools, instruments, and software involved in process control troubleshooting.
  • Ability to design, interpret, and work from schematics, technical diagrams, computer software programming code (language), and blueprints in the installation, repair, maintenance, operations, functional evaluation, and programming of electronic systems equipment/components and SCADA and security systems.
  • Ability to make software programming code changes under the guidance of the software vendor/programmer.
  • Basic knowledge of electricity and wiring; ability to work with others and to supervise lower level employees.
  • Ability to communicate effectively in oral and written forms.
  • Ability to work with others together as a team.
  • Ability and willingness to work in inclement weather and non-standard hours.
  • Ability to bend, climb, stoop, twist, lift moderate to heavy items, and meet other physical requirements on an as needed basis.
  • Required to respond to emergency after hour's calls.

Commercial Building Plans Examiner

Department CED/Code Enforcement Type of Position Full-time Salary/Pay Rate $68,500 - $90,000 Deadline to Apply ongoing MINIMUM QUALIFICATIONS Current certification through the state of Pennsylvania in commercial building plans examination, commercial building inspector, accessibility plans examiner/inspector required and commercial energy plans examiner preferred. Considerable responsible experience in building construction plans examination and inspection work, and completion of a standard high school course; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. REQUIREMENTS Must pass a criminal background investigation, pre-employment physical, and drug test. NATURE OF WORK PERFORMED A Commercial Building Plan Examiner is responsible for seeing that plans, specifications and buildings in the process of construction meet all requirements of relevant codes, standards, specifications and ordinances; inspects construction documents to ensure compliance with International Code Council, Uniform Construction Code and ANSI standards; ability to communicate both written and orally to design professionals regarding submitted plans; reviews new or difficult construction issues with the Chief Building Inspector and licensed designed professionals as required; regularly exercises technical judgment and discretion based on familiarity with the various construction ordinances and regulations for which he/she is responsible for enforcing; reports to the Chief Building Inspector. EXAMPLES OF WORK PERFORMED Examines plans to enforce conformance to building, safety and zoning codes, plans, specifications and standards, inspects residential, commercial, industrial and other buildings during and after construction to ensure that components meet provisions of building, safety and zoning codes; issues notice for corrections, interprets code requirements and recommends compliance procedures to contractors, builders, designers and owners; maintains inspection and plan review records; reviews plans for buildings for compliance with regulations and issues building permits; advises builder and the public concerning building regulations; inspectors may be responsible to cover each other's responsibilities during absences as required by the Chief Building Inspector; informs owner of the inspection findings and conditions which must be corrected. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES Thorough knowledge of the building trade and applicable codes and standards including municipal building and zoning ordinances; ability to read and interpret plans, specifications, and blueprints; excellent communication and customer service skills. This position works an average of 15 hours per week. Maintenance Worker II - Streets

Department PW/Streets Type of Position Full-time, Union Salary/Pay Rate $25.26 per hour Deadline to Apply ongoing MINIMUM QUALIFICATIONS High school diploma or equivalent. REQUIREMENTS Must pass a criminal background investigation, pre-employment physical, and drug test. CDL B required, CDL A preferred. NATURE OF WORK PERFORMED This position is responsible for the maintenance and repair of City streets. Also responsible for leaf collection and snow removal. EXAMPLES OF WORK PERFORMED Operates air compressors and jack hammers; operates vehicles such as trucks, fork lifts, spray rigs and similar maintenance or construction equipment; makes repairs to pavements, gutters, curbs, drains, culverts and other structures; sets forms, mixes concrete and does cement work. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES Experience operating dump truck, flat bed truck, and tractor required. Ability to operate power tools such as air compressor and jack hammer. Ability to work various shifts during winter months. Ability to tow heavy equipment. Ability to lift 50 pounds and work outdoors in adverse conditions (snow, rain, heat and cold). Required to work overtime during emergency situation.
