BUILDING INSPECTOR/CODE ENFORCEMENT

JOB SUMMARY

This person is responsible for performing technical work by inspecting new and existing buildings and structures to enforce to the States' and Cities' building and zoning ordinance, and municipal ordinances. Keeps up with current changes being made in all International Building Codes. Investigates zoning code violations, enforce local zoning codes and ordinances, nuisance complaints, maintain a nuisance list and assisting in the compliance and enforcement of the Cities' nuisances' ordinances. This position reports to the Planning Director daily.

MAJOR DUTIES

  • Responds to complaints of the cities zoning code and nuisance code violations and investigates possible infractions: conducts site visits to determine validity of complaints or to enforce codes, collects, evaluates, records and preserves evidence; interviews witnesses and gathers information; and takes and files photographs to document violations.
  • Determines compliance or non-compliance with codes, meets with property owners to discuss violations; issues code compliance notices and official correction notices; issues citations/summonses to violators; serves citations via certified mail or in person; and performs follow-up site inspections as needed.
  • Maintains records of enforcement activities; enters data regarding work activities and violations into computer system; maintains comprehensive case files; and conducts records maintenance activities in compliance with guidelines governing record retention.
  • Performs other duties as assigned.
  • Keep current on all training available Building Codes.
  • Conduct building inspections as assigned to ensure compliance.
  • Attends Planning Commission meetings as required.
  • Reviews plans and drawings for construction as required.
  • Issues all building activity permits in the city after permit application review.
  • Conducts weekly inspections of the city for nuisance violations and property code violation. Provides a weekly written report of findings to the Planning Director.

KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of city and departmental policies and procedures.
  • Ability to perform strenuous labor under adverse conditions.
  • Ability to develop and maintain effective working relationships with supervisors,

employees, the general public.

  • Ability to maintain excellent records in an orderly manner.
  • Knowledge of the geography of the city.
  • Knowledge of first aid training.
  • Knowledge to know how to look up and research information needed.
  • Ability to read blueprints.
  • Two years experience in building construction work.
  • One-year experience in code enforcement.
  • Knowledge of all International Building Codes.
  • Knowledge of erosion and sediment control codes.
  • Knowledge of relevant city and state construction and housing codes, nuisance ordinances, construction and zoning ordinances.
  • Skill in oral and written communications.
  • Skill in interpreting and applying zoning regulations.

SUPERVISORY CONTROLS

The Planning Director assigns work in terms of instruction.

GUIDELINES

Guidelines include city and department policies and procedures, supervisory instructions, city ordinances, and local, state, federal laws and safety regulations. These guidelines are generally clear and specific but may require some interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The purpose of this position is to complete inspections to ensure compliance with relevant construction codes. Success in this position contributes to the provision of a safe and healthy environment for the general public regarding building codes, nuisance and property maintenance codes and ordinances.

  • Contacts are typically with co-workers, other city employees, property owners, business owners, architects, engineers, contractors, developers and members of the general public.
  • Contacts are typically to give or exchange information, resolve work related problems, and provide services.
  • Represent the City in a professional manner and deal effectively with the public to gain their cooperation in resolving problems and concerns.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is performed while sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending, crawling or crouching. The employee occasionally lifts light and heavy objects. Climbs ladders, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed outdoors. Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, odors, wetness, humidity, rain, fumes, temperatures and noise extremes, unsafe structures, heights, confined spaces, or rude/irate customers.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

None.

MINIMUM QUALIFICATIONS

  • Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.
  • Be in good physical condition.
  • Poses a High School diploma/G.E.D.
  • Possession of or ability to readily obtain a valid Georgia issued driver's license for the type of vehicle or equipment operated.
  • Two years experience in building construction work, building inspections, plan reviews and one-year experience in code enforcement and investigations or Associate degree in Zoning, Planning, or related field of study.
  • Ability to pass a Drug and Alcohol Test.
