Job Summary/Basic Function

About the position:

Lead and participate in a variety of skilled and semiskilled activities in the installation, maintenance and repair of plumbing fixtures and systems to maintain infrastructure in safe, sanitary, and code compliant working conditions; operate and maintain the campus potable water, sanitary, and storm sewer infrastructure; develop and implement plumbing projects; and manage assigned personnel.

Duties and Responsibilities

• Lead and participate in a variety of skilled and semi-skilled activities in the planning, estimating, and scheduling work installation, maintenance and repair of plumbing fixtures and systems.
• Ensure compliance with building, health and safety laws, codes, regulations, and standards applicable to the plumbing trade.
• Supervise, train, and provide work direction and guidance to assigned personnel; assign employee duties, inspect, and evaluate work for quality and safety; review work for accuracy, completeness and compliance with established standards and procedures; oversee operation and scheduling of the plumbing shop.
• Work on systems including but not limited to domestic water, heating/chilled water, fire protection, waste, stormwater, air, vent, steam, and gas infrastructure/piping. Work on hot water heaters, boilers, heat exchangers, grease traps, oil water separators, sump pumps, lint interceptors, and other equipment.
• Manage the water production, treatment, storage, and distribution of potable water for the campus.
• Develop and implement plumbing installation, maintenance, repair, and enhancement projects; estimate labor, material, and equipment requirements for projects; monitor, assess and modify activities in response to project progress.
• Mange the repair, maintenance, and replacement of kitchen equipment.
• Coordinate contracted welding services and maintenance plumbing work; inspect contract work; and authorize payments.
• Coordinate work and communicate progress with building occupants and others as needed.
• Maintain accurate and complete documentation to include labor time, materials, equipment, and contract support for completed work in department's work order system.
• Exercise independent judgment in the performance of their trade and work from oral or written instructions, sketches, and blueprints; make sound decisions for minor projects that have no detailed drawings or conflicting information; trouble shoot systems/components to identify issue and resolve issue.
• Manage the annual operating budget; forecast major expenses and recapitalization of equipment; and restock materials and equipment.
• Safety and efficiently operate hand and power tools and equipment common to the trade; and drive a state vehicle and other equipment in the performance of work.
• Manage assigned personnel to include employee interviews, performance evaluations, union relationships, conflicts, disciplinary actions, safety, and in-service training as needed.
• Will be contacted about and respond to issues after designated shift. Response may require onsite presence to resolve issue or recalling appropriate personnel (employees or contractors) to assist with the problem.
• Professionally and thoroughly address customer complaints.
• Other duties as assigned.

SAFETY:

• Investigate accidents and incidents. Initiates appropriate action to mitigate issues. Prepares written reports.
• Work safely by using Personal Protective Equipment, maintaining equipment, following safety procedures and policies, etc. Ensure staff follows same process.
• Conduct safety training for direct reports within first two weeks of start date and monthly thereafter.
• Ensure personnel have required training and certification to perform their duties.
• Take appropriate supervisory action if safety standards are not being followed.
• Maintain SDS for chemicals related to the department.
• Be aware of and report potential safety hazards immediately.
• Resolve pending hazards in a timely fashion.
• Consult with supervisor or Environmental Health & Safety staff as needed to resolve unsafe conditions or obtain additional training/resources.
• Stop unsafe practice regardless of shop or contractor if actions could imminently endanger life or result in significant property damage.

Required Qualifications

• Two years of experience at the journey level divided among a minimum two of the building, electrical, or mechanical trades; and such training as may have been gained through graduation from high school or vocational school; OR any equivalent combination of experience and training.

• Possess or obtain within first 12 months of employment the PA DEP Water Plant Operator license. Maintain compliance with program requirements and license while employed in this University position. (Certification cost covered by employer)

• Possess a wide range of knowledge concerning the use, application, and care of a wide range of hand tools and power tools.

• Demonstrated knowledge of:

Preferred Qualifications

• Supervisory experience within the building maintenance field.
• Prior work experience in a union environment.
• Prior work experience in a university environment.

Essential Functions

Individual will encounter dust, odors, debris, chemicals, mold, ACM, lead based paint and other potentially hazardous materials. Must be able to wear Personal Protective Equipment, when necessary, hard hats, respirators, eye protection, hearing protection, etc.

• Physical dexterity in limbs and digits to operate hand and power-driven tools and equipment commonly used in the plumbing field to include frequent computer work.

• Physical ability to lift, carry, push, and/or pull up to 50 pounds on a regular basis, and occasionally up to 100 pounds.

• Ability to:

• continually walk, stand, climb, stoop, bend, kneel, crawl, squat, reach in all directions and have full range of motion of arms, shoulders, back, hips and legs.

• maintain balance working off the ground using ladders, scaffolds, and/or mechanical lifts.
