SUMMARY

The Maintenance Technician I is an entry-level position responsible for performing basic maintenance, janitorial, and groundskeeping tasks under the direction of the Regional Maintenance Lead. Employees in this classification assist with daily operations including work order completion, unit turnover preparation, and routine site upkeep. This role communicates frequently with the Maintenance Procurement & Work Order Clerk to coordinate materials and supplies. Technician I roles serve as an opportunity to develop foundational trade skills and advance within Housing Kitsap’s maintenance career ladder. Employees must follow the agency’s Community Maintenance Administrative Policy, contribute to the timely completion of unit turns, and participate in the documentation of work through Yardi.

 

ESSENTIAL FUNCTIONS

  • Communicate regularly with the Maintenance Procurement & Work Order Clerk regarding supply and inventory needs.
  • Only make purchases in urgent or emergency repair situations; all other ordering is handled through the Clerk.
  • Assist with unit turnover, supporting the agency’s fifteen (15) business day unit readiness goal. Responsibilities include but are not limited to:
    • Changing locks, installing contractor lockboxes, shutting off power, removing flooring and Resident -installed hardware.
    • Preparing unit surfaces for painting including removing switch/outlet covers, performing drywall repair, and taping/masking.
    • Painting interior surfaces and reinstalling trim, heaters, and fixtures as directed.
    • Coordinating with vendors for resurfacing fixtures, replacing flooring, or specialty repairs.
    • Completing basic HVAC, electrical, and plumbing checks and repairs.
    • Installing blinds, screens, weather stripping, smoke/CO2 detectors, and door hardware.
    • Reporting any damage, safety hazards, or capital needs to the Regional Maintenance Lead.
    • Confirming mailbox key function and proper rekeying of locks post-turnover.
    • Participating in final walkthroughs and cleaning coordination to confirm unit readiness.

 

  • Complete assigned work orders under supervision, including light plumbing, patching, and fixture replacements.
  • Perform general property maintenance such as janitorial tasks, debris removal, and seasonal landscaping.
  • Communicate clearly with tenants as needed during work performed in occupied units.
  • Follow safety protocols and wear required personal protective equipment (PPE).
  • Maintain accurate work order records in Yardi.
  • Participate in the on-call maintenance rotation when eligible.
  • Perform other job-related duties as assigned.

  • Contribute to continuous improvement of property maintenance standards.
  • Communicate property needs and inventory gaps to the Maintenance Procurement & Work Order Clerk.
  • Provide feedback to supervisors about long-term repairs and maintenance issues.
  • Maintain courteous and professional relationships with tenants, vendors, and colleagues.
  • Participate in technical and safety training sessions.
  • Attend required employee training and staff meetings.
  • Promote a respectful workplace and contribute to a team-oriented environment.
  • Respond to constructive feedback in a professional manner.

 

BUDGET/FISCAL

  • Use tools and materials responsibly.
  • Support cost-effective practices and report waste or supply concerns to the Maintenance Procurement & Work Order Clerk.

 

GENERAL RESPONSIBILITIES

  • Observe/follow guidelines on confidentiality rights of residents and respect their privacy.
  • Maintain accurate record of hours worked and turn in timesheets and mileage records on schedule.
  • Contribute to and support a positive, team-oriented work environment.
  • Complete daily entries into Yardi on time worked, work order status, etc.

 

KNOWLEDGE, SKILLS & ABILITIES

  • Basic knowledge of hand tools and general repair techniques.
  • Ability to follow verbal and written instructions and learn new skills.
  • Demonstrated customer service skills.
  • Physical ability to lift and use tools, materials, and equipment safely.

 

MINIMUM QUALIFICATIONS:

  • High School diploma or equivalent required. 
  • One year of experience in general maintenance, janitorial, construction, or related field preferred.
  • Must have experience and be able to use the following modern office business equipment: computer, telephone; and other equipment as technology evolves and needs arise;
  • Possession of, or the ability to obtain and maintain throughout employment, a valid Washington State driver’s license with fully insurable driving record and auto insurance.
  • Ability to pass a criminal background check for positions where the employee will or may have unsupervised access to children, developmentally delayed persons, or vulnerable adults. The employer will need to obtain the proper background and criminal history information pursuant to RCW 43.43.830/832.

 

PREFERRED QUALIFICATIONS:

  • Three years or more of building maintenance and repair including HVAC, carpentry, plumbing, electrical trades, and custodial work as required by the property;
  • Materials, methods, procedures, and techniques commonly used in the operation of equipment or maintenance and repair tasks related to the division assigned;
  • Hazards and required safety precautions of the work.

 

PHYSICAL CHARACTERISTICS AND WORK ENVIRONMENT:

  • Work requires the ability to sustain repetitive hand motion associated with the operation of hand and power tools;
  • Ability to perform heavy manual labor in confined spaces, around high levels of noise;
  • Must be able to sustain continuous physical effort including frequent bending, walking, climbing,
  • Use physical strength to exert force and/or lift or carry objects weighing up to 50 pounds;
  • Requires endurance to frequently move about from location to location, on foot and by various motor driven equipment or vehicle; 
  • Ability to hear and understand verbal and/or written instructions;
  • Ability to communicate;
  • Ability to negotiate rough terrain;
  • Ability to walk, bend, kneel, crouch, stoop, reach, lift, carry, crawl, stand, sit, etc.  in order to perform the duties/tasks associated with the job; 
  • Occasionally required to remain seated for extended periods;
  • Work is performed inside or outdoors in a variety of weather conditions or depending on the assignment and the season of the year.
