GENERAL STATEMENT OF DUTIES

Performs routine semi-skilled and manual work assisting with the maintenance, repair, renovation, and upkeep of City buildings, facilities, and equipment.

DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs entry-level building and facilities maintenance work involving a variety of semi-skilled and manual tasks. Work includes assisting skilled maintenance personnel with carpentry, plumbing, electrical, masonry, painting, construction, equipment repair, and other building maintenance activities. The employee may independently perform routine maintenance assignments after receiving instruction and is responsible for the proper use and care of assigned tools, equipment, materials, and City vehicles. Work is performed under the immediate supervision of the Building Maintenance Coordinator and is evaluated through observation, work quality, completion of assigned tasks, and adherence to established safety practices and procedures.

DUTIES AND RESPONSIBILITIES

• Assists skilled maintenance personnel with electrical, plumbing, carpentry, masonry, painting, construction, equipment repair, and other building maintenance activities.

• Performs routine maintenance and minor repairs to City buildings, facilities, fixtures, equipment, and related systems in accordance with instructions and established procedures.

• Assists with construction, renovation, installation, preventive maintenance, and repair projects.

• Performs general labor duties, including loading and unloading materials, moving equipment and furniture, setting up work areas, and preparing job sites.

• Performs preparation and cleanup activities associated with maintenance, construction, and repair work.

• Maintains work areas in a clean, orderly, and safe condition.

• Operates and maintains hand tools, power tools, equipment, and materials used in building and facilities maintenance.

• Inspects assigned tools and equipment, reports maintenance or repair needs, and assists with maintaining appropriate supplies and inventory.

• Operates City vehicles to travel to and from work sites, transport tools and materials, obtain supplies, and complete assigned errands.

• Identifies and reports unsafe conditions, building deficiencies, equipment malfunctions, and needed repairs.

• Follows established safety policies, procedures, and work practices and properly uses required personal protective equipment.

• Responds to emergency and after-hours maintenance needs when assigned.

• Performs additional duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES

• Knowledge of the methods, materials, tools, equipment, and safety practices used in building construction, repair, and facilities maintenance.

• Knowledge of basic carpentry, plumbing, electrical, masonry, painting, and related building maintenance practices.

• Knowledge of preventive maintenance practices and routine facility inspection procedures.

• Knowledge of occupational hazards and applicable safety precautions associated with building maintenance, construction, hand tools, power tools, ladders, and equipment.

• Skill in the safe and proper use and care of common hand tools, power tools, equipment, and materials.

• Skill in performing routine maintenance, repair, construction, and general labor tasks.

• Ability to learn and apply building maintenance methods, work techniques, and safety procedures.

• Ability to recognize and report unsafe conditions, maintenance needs, and equipment deficiencies.

• Ability to perform physically demanding work for extended periods and under varying environmental conditions.

• Ability to establish and maintain effective working relationships with the public, department heads, government officials, City employees, and contractors.

• Ability to communicate effectively, both orally and in writing, and to prepare and maintain accurate records and reports.

EDUCATION AND EXPERIENCE

• Graduation from high school, or possession of General Education Diploma.

• 1-2 years of experience in building maintenance, construction, repair, or related field; or an equivalent combination of education and experience providing the necessary knowledge, skills and abilities to adequately perform the essential duties may be considered.

• None.

WORKING CONDITIONS

• Work is generally performed in both inside and outside environmental conditions in which the employee is subject to workplace hazards including exposure to operating mechanical equipment creating fumes, odors, and dusts and atmospheric conditions with extreme cold and heat for extended periods of time. Employee is subject to a level of noise requiring workers to shout in order to be heard above the ambient noise level. In addition, the employee is subject to a chance of injury from walking or standing in a construction site. Work involves emergency call-back service.

PHYSICAL REQUIREMENTS

• Must be able to perform the basic life operational skills of climbing, stooping, kneeling, reaching, standing, walking, fingering, grasping, talking, hearing and repetitive motions.

• Must be able to perform heavy work exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to lift, carry, push, pull, or otherwise move objects.

• Must possess visual acuity to inspect facilities and work sites; to operate a vehicle, tools, and equipment; and to read instructions, diagrams, labels, and work orders. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels.

SPECIAL REQUIREMENTS

• Legally eligible to work in the United States.

• Possession of a valid North Carolina Class C Driver’s License.
