The Business Analyst will work with program staff, project leadership, vendors, subject matter experts, workgroups, and stakeholders to analyze data, document findings, support investigative and audit activities, identify process and payment integrity improvement opportunities, and translate findings into clear recommendations and implementation supports.

Time Zone: You will be committed to working Hawaii Standard Time on most occasions.

You Will:

  • Gather, analyze, and document requirements for initiatives, FWA implementation, Medicaid policy and payment policy, operations, system impacts, and stakeholder-facing workflows.
  • Analyze where policy, operations, systems, and stakeholder needs intersect, and identify alignment gaps, process issues, root causes, and opportunities for redesign.
  • Develop process documentation, workflow maps, business rules, Standard Operating Procedures (SOPs), readiness materials, and other implementation supports.
  • Develop recommendations for process redesign, operational improvement, policy alignment, system readiness, and sustainable implementation.
  • Support implementation of approved improvements by updating workflows, documentation, tracking tools, workgroup outputs, Jira items, and related materials.
  • Support workgroups and core teams by preparing materials, documenting outcomes, translating findings into recommendations or action items, and tracking decisions and dependencies.
  • Support project deliverables, reports, meeting notes, and implementation materials by translating analysis, findings, recommendations, decisions, risks, and action items into clear documentation.
  • Maintain project materials and action tracking in SharePoint and Jira in alignment with document management, version control, and follow-up standards.
  • Facilitate interviews, workshops, requirements sessions, process improvement discussions, and follow-up meetings.
  • Apply continuous improvement and change readiness practices to support practical, data-informed, and sustainable improvements.
You Have:
  • Experience with business analysis, process improvement, operational analysis, requirements gathering, workflow documentation, or implementation support.
  • Experience with Medicaid, healthcare, public sector programs, eligibility operations, payment policy, policy implementation, or comparable complex program environments.
  • Strong facilitation, writing, analytical, communication, and stakeholder coordination skills.
  • Ability to synthesize policy, operational, system, data, and stakeholder input into clear findings, recommendations, and implementation actions.
  • Proficiency with Microsoft Office, Jira, SharePoint, Teams, Outlook, or similar analysis, coordination, and documentation tools.
  • Ability to handle sensitive program, operational, and client information in alignment with confidentiality, PII/PHI, and HIPAA expectations.

Preferred Qualifications/Experience:

  • Experience supporting technology implementation, system modernization, release management, business process redesign, or public sector transformation projects.
  • Experience with Medicaid eligibility, MAGI/non-MAGI eligibility policy, payment policy, operational readiness, SOP development, or related improvement activities.
  • Experience with Lean, DMAIC, human-centered design, ADKAR, change readiness, or similar improvement methods.
  • Bachelor’s degree, associate degree, or equivalent relevant experience in business analysis, public administration, healthcare, information systems, project management, consulting, or a related field.
Compensation Details:
