SUMMARY
 
This full-time contract Business Analyst 2 assignment will provide data and research expertise and assistance to the Transmission Continuous Improvement Program Implementation Team, a part of the Reliability Operations group, under the Technical Operations organization, and System Operations organization of the Transmission business line. This position serves as an analyst and advisor to the organization’s manager to provide analysis, information, and assistance in planning, organizing, managing, integrating, and evaluating the Transmission Continuous Improvement Program Implementation, Human Organizational Performance activities, and After Action Review functions
 
POSITION RESPONSIBILITIES
 
Transmission Continuous Improvement Program Implementation Support
  • Develops a coordinated and cost-efficient mechanism for nurturing a learning culture for reliability-based event analysis.
  • Identifies operational triggers and causal/contributing factors contributing to inadvertent or mis-operations.
  • Provides visibility to mitigation measuring and trend reporting of the systemic drivers impacting the safe and reliable operation of the Bulk Electric System.
  • Applies Human Organizational Performance (HOP) principles to facilitate problem solving activities; Focus on identifying and deploying error and mis-operation reduction techniques and; Conduct After Action Report (AAR) or Learning Teams to support incident assessments (IA).
  • Facilitates the resolution of mis-operation events and supports the technical implementation of corrective actions within the Transmission organizations.
Human Organizational Performance Planning, Coordination, and Support
  • Provides necessary project management support for all human organizational performance activities and reviews compliance with all regulatory and corporate standards and guidelines related to human organizational performance.
  • This position:
  • Recognizes the importance of preventing significant human organizational performance events.
  • Assists with the continuous support and development of the HOP program. The corporate HOP program focuses getting workers to discuss error-prevention and wanting to learn more as it relates to detection, prevention, and correction for Reliability.
  • Provides data analysis and analytics utilizing data from a multitude of corporate systems and using various analytical methodologies and techniques.
  • Models and enhances business processes and other related models to capture business operations change requirements within defined opportunities or projects, modeling both current and future state, typically using a graphical corporate or business process modeling tool.
  • Assists in coordinating cross-organizationally to ensure that human organizational performance is being adopted and implemented consistently.
  • Provides data analysis and reporting from various systems across Transmission to support a data driven and metric based approach to Program Management. 
After Action Review (AAR) Team, Learning Teams, and Transmission Incident Review Teams (TIRT)Planning and Coordination
  • Establishes a systems-based approach to assessing mishaps, incidents, and near-hits incorporating human and organizational performance principles to identify root-cause factors associated with an event.
  • Investigates, researches, and makes recommendations to corporate management and senior corporate leadership regarding best practices with respects to incident analysis.
  • Develop cross-Transmission teams of real-time SMEs to triage system disturbances that appear to have been human-initiated.
  • Develops and delivers training on error-reduction tools and implementation of human organizational performance improvement strategies for employees and contractors as it relates to the incident assessment process.
  • Provides guidance to corporate management, senior corporate leadership, employees and training coordinators on the effective use of incident assessment tools.
  • Assist in internal and external task forces, committees, and working groups to ensure human organizational performance program is consistent with industry objectives and meets company requirements.
  • Benchmarks human organizational performance program and statistics with internal and external organizations as it relates to the functionality and efficiency of the IAT process 
Education & Experience 
  • A degree in Business Administration, Business Management, Accounting, Computer Science, Organizational Development (or a closely related field) is preferred.
  • 5 years of experience is required with an applicable bachelor’s degree.
  • 7 years of experience is required with an applicable associates degree.
  • 9 years of experience is required without a degree or applicable degree.
  • Experience should be consistent with the specific requirements of business analysis, progressively more technical in nature, and include work-related experience as a program analyst, business analyst, systems analyst, project manager, QA analyst or equivalent 
Required Skills & Experience 
  • Direct work experience and knowledge of data management principles and methodologies with a solid understanding of how business processes are executed and how data flows through the various operational systems.
  • Experience in strong written and verbal communication to disseminate technical information to various audiences.
  • Technical interview skills sufficient to facilitate group process design/requirements gathering sessions in a business environment.
  • Intermediate to expert proficiency in Visio, including the ability to create complex flowcharts.
  • Intermediate proficiency with SharePoint, including the ability to create lists, modify pages and familiarity with workflow
  • Intermediate proficiency MS Office Suite (Outlook, Word, Excel, PowerPoint).
 Preferred Skills & Experience  
  • Knowledge of the NERC & WECC Planning Standards.
  • Knowledge of transmission and operational power systems controls and equipment.
  • Knowledge of SharePoint automation tools (e.g., NINTEX).
  • Knowledge of integrating data and developing displays within PowerBI.
  • Knowledge of communication network operation concepts, methods, performance and planning
