The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Business and Financial Services Division in Helena.
The Business Analyst 3 provides leadership and direction in establishing Department accounting policies, procedures, and internal controls. This position is responsible for analyzing existing business processes and program requirements for the Business and Financial Services Division, in order to identify, design, and implement improvements. This position will analyze both the program processes and their supporting IT systems primarily in the area of grant management oversight and subsystem functionality. Responsibilities include performing requirement analysis, with a focus on adding value to the business by providing more detailed project objectives; coordinating and performing in-depth reviews for modifications to processes and systems; and recommending solutions for implementing new processes and system components, changes in processes to allow for automation, and organizational changes that improve effectiveness and efficiency.

Qualifications for this Career Opportunity
Extensive knowledge of state accounting procedures including Generally Accepted Accounting Principles (GAAP), along with Governmental Accounting Standards Board (GASB) statements and Implementation Guides.
Advanced working knowledge of Microsoft Office applications, specifically Excel and Word.
Ability to effectively develop, write and edit accounting and management policies and procedures.
Ability to exercise judgement and discretion to establish and maintain strong working relationships utilizing strong collaboration, facilitation, and project management skills.
Meet minimum qualifications:
Bachelor's degree in accounting, business administration, or finance with an emphasis or concentration in accounting.
Five years progressively responsible experience in accounting, with three years governmental accounting experience. Requires a strong background in fiscal applications and the state accounting system (i.e. SABHRS).
Other combinations of related education and experience may be considered on a case-by-case basis.

Additional Information
This position may be eligible for a statutory $1.00 an hour base pay increase effective July 1, 2026.
This position may be eligible for partial telework within the state of Montana. Specific conditions will be provided by the supervisor and must adhere to state policy.
