Business Analyst 3
Our client is seeking a Business Analyst 3 to provide business and systems analysis in support of the retirement of the Client Assignment and Registration system and the migration of legacy components to future applications. This role requires a highly skilled communicator to serve as a project-focused technical business analyst, translating complex business processes, screens, and data flows into clear, testable, traceable, and technically actionable requirements, including business process flow diagrams and supporting visuals.

This position will support the transition of system functions from a legacy mainframe environment into modern, modular, enterprise-aligned solutions. The program includes several concurrent, coordinated workstreams. This position will focus on ensuring a smooth migration of related business, data, reporting, and integration capabilities from the current environment to future-state solutions.

The selected candidate must be able to work across business, application, data, reporting, infrastructure, security, and project delivery teams to document current-state business and technical processes, translate business needs into technical requirements, map business and technical dependencies, identify gaps, and work with stakeholders to define future-state business and technical requirements that support operational continuity.

All work products resulting from the project shall be considered works made for hire and are the property of Client. The engagement may include pre-selection requirements, including background checks, as authorized by applicable law. Client will pay no fees for interviews or discussions that occur during the candidate selection process.

The purpose of this role is to provide high-caliber business analysis and technical integration support to:

  • Elicit, document, validate, and manage requirements.
  • Facilitate collaboration to synthesize information and ensure full requirements coverage.
  • Build traceability from stakeholder needs to system requirements.
  • Challenge gaps and validate assumptions for accuracy.
  • Facilitate discovery and analysis of legacy system functions.
  • Synthesize findings and deliver decision-ready analysis.
  • Act as a bridge between teams, validate assumptions, and proactively address gaps.
  • Ensure system retirement covers all critical dependencies through cross-functional reviews and actionable recommendations.

Key Responsibilities

  • Review, analyze, and evaluate business systems and user needs.
  • Formulate systems and process recommendations that align with overall business strategies.
  • Support business process reengineering and identify new applications of technology to improve business effectiveness.
  • Apply industry-standard business process mapping and reengineering practices.
  • Prepare solution options, risk identification, and financial analyses, including cost-benefit analysis, ROI, and buy/build analysis.
  • Write detailed descriptions of user needs, program functions, and steps required to develop or modify systems and applications.
  • Document current-state and future-state business and technical processes.
  • Translate complex business needs into clear technical requirements.
  • Map system dependencies, data flows, reports, interfaces, and integration points.
  • Identify gaps, risks, assumptions, impacts, and decision points.
  • Work with cross-functional teams to ensure continuity of operations during legacy system retirement and migration.

Minimum Requirements

  • 8 years required: Business analysis experience reviewing, analyzing, and evaluating business systems and user needs.
  • 8 years required: Experience eliciting, documenting, validating, and managing business, functional, technical, data, reporting, and interface requirements.
  • 8 years required: Experience developing requirements traceability from business needs through design, development, testing, implementation, and operational readiness.
  • 8 years required: Experience conducting current-state and future-state process analysis, gap analysis, impact analysis, and dependency analysis.
  • 8 years required: Experience documenting use cases, user stories, acceptance criteria, business rules, process flows, and requirements specifications.
  • 8 years required: Experience working across business, application, data, infrastructure, security, and vendor teams.
  • 8 years required: Experience supporting complex IT projects with multiple stakeholders, dependencies, risks, and decision points.
  • 8 years required: Strong written and verbal communication skills, including executive-ready summaries and technical documentation.
  • 8 years required: Experience analyzing data flows, interfaces, reports, source-to-target mappings, or system integration dependencies.

Preferred Qualifications

  • 4 years preferred: Experience supporting legacy system modernization, mainframe retirement, system replacement, or enterprise transformation.
  • 3 years preferred: Experience with Medicaid, health and human services, claims, eligibility, provider, waiver, behavioral health, IDD, residential care, or related healthcare or human services environments.
  • 3 years preferred: Experience with application development or infrastructure deployment projects.
  • 2 years preferred: Experience with APIs, batch interfaces, data warehouses, reporting modernization, or modular system design.
  • 2 years preferred: Experience with formal IT governance, project delivery frameworks, or public-sector-style procurement processes.
  • 1 year preferred: Certification such as CBAP, PMI-PBA, PMP, Agile, Scrum, SAFe, or a related credential.
