Position Title: Business Analyst - client facing 
Position Status: 6-Month Contract to Hire
Schedule: Hybrid in Richmond w/ travel (up to 30%)

Pay Range: $40.00 - $50.00/hr
Salary Conversion: $80,000 - 100,000 + Benefits

We are seeking a Business Analyst to support the implementation, enhancement, and continuous improvement of our legislative software platforms within the Legislative Management Services  division.

This role serves as a key liaison between legislative stakeholders, project teams, and product teams to ensure business needs are clearly understood, documented, and delivered successfully. The Business Analyst will work closely with clients to gather requirements, analyze workflows, support testing activities, and help drive successful software adoption.

The ideal candidate is a strong communicator who enjoys solving business problems, facilitating discussions, documenting requirements, and helping clients improve their processes through technology. Key Responsibilities:
  1. Business Analysis & Process Improvement
    • Facilitate requirements gathering sessions with legislative stakeholders.
    • Analyze current business processes and identify opportunities for improvement.
    • Document business requirements, workflows, user stories, and acceptance criteria.
    • Collaborate with Product Managers, UX designers, and development teams to ensure business needs are clearly understood.
    • Maintain project documentation and process diagrams.
 
  1. Project Support & Stakeholder Coordination
    • Support project planning and delivery activities in partnership with Product Managers.
    • Assist with backlog refinement, prioritization, and sprint readiness.
    • Track dependencies, risks, and milestones as needed.
    • Participate in Agile ceremonies such as sprint planning, reviews, and retrospectives.
    • Help ensure alignment between scope, timelines, and stakeholder expectations.
 
  1. Testing & User Acceptance Support
    • Assist in planning and coordinating User Acceptance Testing (UAT).
    • Validate delivered functionality against documented requirements.
    • Work with stakeholders to gather feedback and document enhancement requests.
    • Support release readiness activities and user validation efforts.
 
  1. Training & Legislative Session Support
    • Train legislative end users through virtual and on-site sessions.
    • Develop and maintain user-facing documentation and training materials.
    • Serve as frontline support during legislative session activities.
    • Act as a calm, reliable point of contact in time-sensitive situations.

  • 4+ years of experience as a Business Analyst, or similar role.
  • Experience gathering and documenting business requirements.
  • Strong analytical and problem-solving skills.
  • Ability to facilitate discussions with stakeholders and build consensus.
  • Experience creating user stories, process flows, and business documentation.
  • Excellent written and verbal communication skills.
  • Strong organizational skills with the ability to manage multiple priorities.
  • Experience supporting User Acceptance Testing (UAT).
  • Familiarity with Agile project environments.
  • Experience using tools such as Jira, Confluence, Microsoft Office, or similar collaboration tools.
Bonus Skills:
  • Experience working with government, legislative, or public sector organizations.
  • Experience supporting software implementation projects.
  • Exposure to change management, training, or business process improvement initiatives.
  • Experience facilitating workshops and stakeholder meetings.
  • Project coordination or project management experience.
 
Travel Requirement: Expected Travel of 25%-35%, depending of project needs, offering opportunities to collaborate directly with clients, build stronger relationships, and gain deeper insights during requirement gathering, UAT, and project delivery phases. Travel ensures hands-on involvement and successful project outcomes.
Work Location: This role is based in Richmond, VA, with an option for remote work for highly qualified candidates willing to travel as needed.
