Job Description
Spartanburg County is seeking an experienced Business Analyst – Advanced to support its Cybersecurity Program and Documentation Recovery initiative. The Business Analyst will lead discovery and analysis activities across Information Technologies and County stakeholders, helping recover institutional knowledge, document current-state processes, identify gaps, and create structured analysis artifacts to support cybersecurity, operational continuity, knowledge transfer, disaster recovery, and long-term documentation governance.
Job Responsibilities
Responsibilities:
- Lead discovery sessions, interviews, and workshops with IT teams and County stakeholders.
- Inventory and assess technical, operational, security, application, infrastructure, and recovery documentation.
- Document current-state business and IT processes, workflows, roles, dependencies, handoffs, and pain points.
- Create process maps, workflow diagrams, data/process flows, inventories, and matrices using Microsoft Visio and Microsoft 365.
- Identify documentation gaps, process risks, knowledge dependencies, inconsistencies, and standardization opportunities.
- Gather, validate, organize, and prioritize requirements for SOPs, runbooks, knowledge articles, system documentation, and recovery documentation.
- Translate SME knowledge into structured source material and collaborate with Technical Writers.
- Facilitate review and validation sessions with stakeholders and SMEs.
- Maintain documentation backlogs, priorities, ownership, dependencies, and status tracking.
- Support documentation standards, templates, governance, review cycles, and repository organization.

Qualifications
- Years of Business Analysis experience in complex IT or technology environments.
- Strong requirements elicitation, interviewing, facilitation, and stakeholder-management skills.
- Advanced proficiency with Microsoft 365, including Word, Excel, PowerPoint, Teams, and SharePoint.
- Strong proficiency with Microsoft Visio for process mapping, workflow documentation, and business/technical diagrams.
- Experience working with technical SMEs across infrastructure, applications, service delivery, cybersecurity, or related IT disciplines.
- Experience with documentation recovery, knowledge management, process standardization, or IT operational maturity initiatives is preferred.
- Experience documenting cybersecurity, infrastructure, disaster recovery, business continuity, or IT service-management processes is preferred.
- Experience with SharePoint-based documentation repositories and governance is preferred.
- Familiarity with ITIL, NIST, CIS, or similar IT/security frameworks is preferred.
Government or highly regulated environment experience is preferred. - Bachelor's degree in IT, Information Systems, Business, or a related field, or equivalent professional experience.
- CBAP, CCBA, PMI-PBA, PMP, ITIL Foundation, or comparable certification is preferred
