Background
The Department is committed to providing high quality education services to all Florida students and requires IT Staff
Augmentation services to assist the Department and Technology staff in meeting that goal.
B. Minimum Qualifications of Candidate
The Department is seeking a Business Analyst professional with the following minimum qualifications (these
qualifications must be clearly stated on the resume and verifiable via reference checks):
Bachelor of Science/Arts degree.
Minimum 7 years of experience gathering and documenting business and technical requirements relating to
Oracle and SQL.
Minimum 7 years of experience producing technical documentation related to requirements, specifications,
traceability matrices, designs, or testing.
Minimum 7 years of experience producing documentation related to meetings, analyses, or training materials.
Minimum 7 years of experience testing custom or off-the-shelf applications, reports, large data sets, or
dashboards.

Minimum 7 years of experience facilitating business and technical analysis meetings.
Minimum 2 years of experience developing web applications.
Minimum 1 year of experience working with Team Foundations Server (TFS) and Visual Studio .NET.
Proficiency with Microsoft Word, Excel, Visio, Project, PowerPoint, and SharePoint.
Experience with Governance, Project Management, or Project Management Portfolio.
Demonstrated experience with large-scale implementation projects that are high-profile, include multiple
technologies and functions, and collaborated with multiple stakeholder groups with diverse and competing
needs and expectations.
Experience working with software/hardware vendors.
Experience working in state government, specifically in the field of Education or Early Learning is preferred.
Experience with projects in a program environment (i.e., multiple interrelated and coordinated projects) led
by a Program/Project Manager.
C. Deliverables/Tasks
The Business Analyst key deliverables include, but are not limited to, the following:
Serve as a liaison between the business unit and the IT organization in order to provide technical solutions
to meet user needs.
Ensure that system and user documentation are accurate, complete, reviewed, and approved.
Identify commonalities in business models, and reviews new requirements imposed by law, regulation, or
otherwise.
Attend meetings with project stakeholder groups.
Actively participate in meetings or other project activities to produce project deliverables.
Act as a point of contact for customers and technical staff to coordinate and facilitate communication.
Possess expertise in the business unit(s) they support, as well as possess an understanding of the
Department's IT organization's systems and capabilities.
Work closely with management, other project managers, and users to ensure that the application meets
scope requirements and project management guidelines.
Assist with both internal and external resources to achieve business solutions within project guidelines.
Identify and eliminate obstacles to solution plans, business goals or implementation. The Contractor shall
assist in the development and implementation of contingency plans.
Participate in conference calls with State and Federal stakeholders, as necessary.
