Position Title: Business Analyst Location: [Undisclosed Government Education Agency] Focus Area: Early Childhood Integrated Data System Project Employment Type: Contract Position Overview: The Business Analyst (BA) will contribute to multiple projects aimed at improving educational outcomes for students, with a primary focus on the Early Childhood Integrated Data System. This senior-level role combines business analysis and user experience design responsibilities to ensure an intuitive and productive user experience. The BA will drive requirements gathering, translate business needs into technical specifications, and support design decisions rooted in UX research and best practices. Acting as the liaison between stakeholders and the development team, the BA plays a critical role throughout the entire software development life cycle (SDLC). Key Responsibilities: Conduct interviews and workshops to elicit business requirements. Develop detailed system requirements and documentation. Design wireframes and mockups aligned with UX best practices. Collaborate with product teams, designers, and developers to ensure user-centered design. Create user stories and use cases adhering to BA best practices. Support business process re-engineering and identify areas for process improvement. Verify implementation of requirements and manage post-implementation enhancements. Ensure compliance with internal design standards and industry best practices. Minimum Requirements: Candidates who do not meet these requirements will be visible to customers but may not be selected. Years Required / Preferred Skill / Experience 8 Required Experience eliciting requirements from customer interviews and creating well-written system requirements 8 Required Experience with Software Development Life Cycles (SDLCs) 8 Required Business process re-engineering and software process flow improvement 8 Required Experience developing user stories and use cases aligned with BA best practices 8 Required Experience designing mockups and/or wireframes following UX best practices 5 Required Strong communication and facilitation skills 5 Required Strong writing and organizational skills 3 Preferred Experience with Modern Requirements (requirements management software) 3 Preferred Experience with Atlassian Jira (issue tracking software) 2 Preferred Experience working with a state or local education agency 1 Preferred Familiarity with the Teacher Incentive Allotment (TIA) program ***Lumen and / or its clients will not provide equipment (Laptop, monitor, etc.) to the selected contractor. The contractor must have their own equipment.
