Job Description: Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry-standard business process mapping and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs. This position seeks highly qualified candidates for a Business Analyst role within an environmental epidemiology and disease registries program. The position performs senior-level consultative services and technical assistance work related to analysis for program activities. Work involves analyzing priority initiatives and special projects using business analysis best practices in coordination with business and program units. Duties include assessing, analyzing, researching, facilitating, and documenting requirements; ensuring the use of best practices and standards; assisting in the coordination and optimization of operations and program functions; and providing recommendations. This position is responsible for assisting with facilitation and analysis across multiple related initiatives and leading special projects assigned by leadership. Responsibilities include developing business analysis tools, defining requirements, reporting progress on key projects to management, and providing recommendations to leadership. The position also collaborates with staff to initiate, facilitate, or participate in projects aimed at maximizing the success of diverse initiatives. Works under limited direction with extensive latitude for initiative and independent judgment. II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements will be displayed to customers but may not be selected. Years Required/Preferred Experience 8 Required Ability to research, gather, assemble, correlate, and analyze system requirements; devise solutions to problems; prepare concise reports; and analyze and solve complex issues while prioritizing information. 8 Required Ability to develop and present reports identifying gaps in functionality and operational effectiveness to executive stakeholders. 8 Required Experience developing or contributing to as-is / to-be process models to identify opportunities for operational efficiency. Skilled in mapping business processes, identifying improvements, and planning. 8 Required Experience analyzing program policies and procedures to determine their effect on automated systems and functional areas. 8 Required Experience working with functional teams to understand current and upcoming needs not addressed by existing processes and technology solutions. 5 Preferred Experience creating strong relationships with project stakeholders; strong communication and presentation skills; ability to work with stakeholders to identify, define, and document requirements. 5 Preferred Experience developing strategic and SDLC project materials including gap analyses, recommendations, roadmaps, requirements, design documents, test cases, and use cases. 1 Preferred UX design experience. ***Lumen and / or its clients will not provide equipment (Laptop, monitor, etc.) to the selected contractor. The contractor must have their own equipment.
