The Department of Labor has an exciting opportunity for a full-time Business Analyst who will coordinate software development initiatives within the Information Technology bureau. The incumbent will act as a services project manager, facilitate IT communication with business stakeholders, obtain business requirements, investigate potential improvements, test changes implemented in software, train staff in new and enhanced automated solutions, and report on the stages of multiple project lifecycles to a range of internal and external stakeholders. This position will ensure alignment between business needs and IT deliverables on a variety of computer system automation projects.

Example of Duties

• Manages a wide range of software development projects through all phases of the project lifecycle from planning, designing, and testing through implementation and maintenance.
• Performs complex systems analysis - evaluates, recommends and plans actions to create solutions and functions in a variety of automated computer systems.
• Initiates the gathering, reconciliation and documentation of detailed business and system requirements for software application and development.
• Collaborates with business managers and subject matter experts in policy and operations to ensure automated functionality meets stockholder needs, budgets and timelines.
• Coordinates with IT operations and software development staff to ensure best practices, available technologies, and system improvements are understood and considered in automated solution initiatives.
• Facilitates cross-team meetings for all stages of software development projects, including reporting on project timelines and statuses to stakeholders.
• Tests new features and software applications for initial quality assurance and coordinates stakeholder testing efforts.
• Trains and demos new software programs and features to staff.
• Uses working knowledge of the unemployment insurance program to investigate production support issues in automated systems as reported to IT by internal bureaus and external agencies.
• Facilitates communication across multiple bureaus within the department, interagency stakeholders and external vendors.

Good knowledge of:

• Project management. Typically gained by two years of experience managing projects involved in determining project scope, developing project goals, timelines, budget, implementation strategies, and measurement methods, and monitoring progress toward goals and project completion.
• Organizational/business analysis and evaluation. Typically gained by completion of upper division college coursework for a degree in Business, Public Administration, Finance or other related field AND two years professional-level evaluative, analytical and planning work; OR a Bachelor's degree in Business, Public Administration, Finance or other related field AND one year professional-level evaluative, analytical and planning work.
• Process improvement methodology. Typically gained by two years of experience performing requirements discovery, process analysis, and preparation of reports and written documents.

Preferred Qualification - These qualifications are preferred but not required for this position.

• Demonstrates the ability to work with ease in a fast-paced IT business unit that is responsible for maintaining current software systems and upgrading systems using new technologies.
• Understanding of the software development lifecycle and software engineering principles as it pertains to the coordination and prioritization of duties within that project framework.
• Experience with workflow management tools such as Jira and/or Azure DevOps for product backlog management, process documentation, software release management and project reporting.
• Working knowledge of Idaho's unemployment insurance program within the benefits, appeals, and/or compliance spheres.
• Familiarity with Agile practices, including using SCRUM and/or Kanban for software project management.
• Familiarity with SQL Server Management Studio to query databases using custom queries.
• Detail oriented in performance of job duties, including detection of root causes of production support issues and creatively identifying solutions.
• Formal training or degree in computer science, information technology, project management, business analysis or related fields.
