Job Title: Business Analyst – Project Lead (9753)
Location: Cayce, SC 29033

Candidate Location: Candidate MUST be a resident in the Eastern Time Zone AND be willing to relocate to SC prior to starting the role at their own expense.

Position Overview
The Client a Business Analyst – Project Lead to support modernization initiatives for Public Health Financial and Administrative systems. This is a newly created role focused on analyzing current and future state systems, supporting migrations, streamlining workflows, and ensuring compliance with state and federal standards.
The candidate will work closely with Finance, Operations, IT leadership, system owners, and subject matter experts to drive project execution, documentation, testing, reporting, and stakeholder coordination.

Key Responsibilities
  • Analyze and document current and future state business processes for financial and administrative systems
  • Perform data analysis and data mining using Excel and SQL to support reporting and decision-making
  • Develop workflow models, process diagrams, and future-state solutions
  • Prepare and manage project documentation including plans, schedules, status reports, and work breakdowns
  • Support SDLC activities including requirements gathering, testing, validation, deployment, and production rollout
  • Coordinate stakeholder meetings and facilitate communication across technical and business teams
  • Develop test plans, support UAT, track defects, and ensure issue resolution
  • Create dashboards and reports using Excel and Power BI
  • Maintain and update SharePoint collaboration sites and project artifacts
  • Assist with system validation, compliance, and security alignment
  • Support modernization initiatives while ensuring minimal disruption to services
  • Ensure adherence to IT standards, security policies, and regulatory requirements

Required Skills
  • 5+ years of experience with Data Analysis and Data Mining using Excel and SQL
  • 5+ years of experience with Workflow and Process Modeling
  • 5+ years of experience with MS Office tools (Word, Excel, PowerPoint, Visio) and MS SharePoint
  • 5+ years of experience working across the Software Development Lifecycle (SDLC), supporting modernization initiatives

Preferred Skills
  • Experience with security and data classification related to CDC, HIPAA, and CJIS
  • Experience with NIST industry-standard information security practices
  • Experience with MS Project, MS Planner, and MS DevOps

Additional Qualifications
  • Strong written and verbal communication skills
  • Ability to analyze and document business and system processes
  • Experience working with cross-functional technical and business teams
  • Ability to work independently under limited supervision
  • Public sector or government experience preferred

Education
  • Bachelor's or Master's degree in a relevant field, or equivalent work experience
