Come join the Youth Safety & Permanency team as a Business Analyst. The Idaho Department of Health & Welfare's Division of Child, Youth & Family Services is seeking a dedicated Business Analyst for the downtown Boise Office. This position is the primary analytical and technical resource supporting ESPI, the division's child welfare information system built on Microsoft Dynamics 365 and the Power Platform. The Business Analyst works at the intersection of program requirements and system capability, translating business needs into platform solutions, maintaining configuration quality, and ensuring state staff drive the technical direction of the system. This position reports to the Automated Systems Manager and works in close partnership with D365 contractor developers and program-side stakeholders across the division.

EXAMPLE OF DUTIES:

  • Elicit, document, and validate business and technical requirements from program staff, contractors, and leadership.
  • Develop user stories, acceptance criteria, and process documentation for system changes and enhancements.
  • Maintain backlog documentation and support sprint planning with structured, implementation-ready requirements.
  • Design and build Power Platform solutions including model-driven and canvas apps, Power Automate flows, and Dataverse configurations.
  • Configure Microsoft Dynamics 365 forms, views, business rules, and security roles in alignment with program requirements.
  • Support integration between ESPI and external systems, including data mapping, interface documentation, and validation.
  • Maintain technical documentation for configuration decisions, data models, and system architecture.
  • Develop and execute test plans; manage defect tracking and resolution through the development lifecycle, coordinate user acceptance testing with program staff.
  • Serve as a day-to-day liaison between program staff, the development team, and the Automated Systems Manager.
  • Support deployment processes including solution packaging review, environment promotion coordination, and release documentation.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Good knowledge of project management. Typically gained by two years' experience managing projects involved in determining project scope, developing project goals, timelines, budget, implementation strategies, and measurement methods, and monitoring progress toward goals and project completion; OR Certification as a Business Analyst Associate; OR successful completion of Business Analyst training in alignment with the Business Analyst Body of Knowledge (BABOK) and two years' experience performing routine duties in requirements discovery, process analysis, and preparation of reports and written documents.
  • Good knowledge of organizational/business analysis and evaluation. Typically gained by completing at least six semester hours of upper division college coursework for a degree in Business, Public Administration, Finance or other related field AND two years professional-level evaluative, analytical and planning work; OR a Bachelor's degree in Business, Public Administration, Finance or other related field AND one year professional-level evaluative, analytical and planning work; OR at least four years' work experience performing professional-level evaluative, analytical and planning work.
  • Good knowledge of process improvement methodology. Typically gained by at least two years' experience performing requirements discovery, process analysis, and preparation of reports and written documents OR successful completion of Business Analyst training in alignment with the Business Analyst Body of Knowledge (BABOK).

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Microsoft Dynamics 365 Expertise: Direct experience analyzing and configuring Microsoft Dynamics 365 or a comparable enterprise platform. Typically gained by 1 year of work experience.
  • Power Platform & Integration Familiarity: Working knowledge of the Microsoft Power Platform (Power Apps, Power Automate, Dataverse) alongside familiarity with integration tools such as Azure Logic Apps and APIs. Typically gained by 6 months of work experience.
  • Business Analysis & Quality Assurance: Demonstrated ability to gather requirements, produce clear technical and non-technical documentation (e.g., user stories, process maps), and manage software testing and defect lifecycles. Typically gained by 1 year of work experience.
  • Agile Methodology Experience: Hands-on experience working within Agile/Scrum delivery methods, including managing backlogs and participating in sprint ceremonies. Typically gained by 6 months of work experience.
  • Cross-Functional Collaboration & Domain Knowledge: Strong communication and teamwork skills to collaborate effectively with state staff and contracted developers, ideally with experience in a government, human services, or child welfare environment. Typically gained by 1 year of work experience.
