Business Analyst

Location: Harrisburg, PA
Work Arrangement: 100% Remote - Candidate must reside within 2 hour radius of Harrisburg region.
Schedule: Full-time - 37.5 hours per week; 7.5 hours per day; 5 days per week
Interview: Virtual
Contract: 08/03/2026 - 06/30/2027. Historically, these roles are extended for an additional year.

Role Overview

The position will function as a Business Analyst on an existing development team and is responsible for working with the customer as well as the development team under the direction of a team lead to ensure the system functions as desired.

This is a remote position, and the candidate must reside within 2 hour radius of Harrisburg region. The candidate or their vendor is required to report onsite at the start and the end of the contract to inventory and confirm the condition of Commonwealth issued equipment. Conservation & Environmental Delivery Center will not send or accept equipment through the mail.

Primary Responsibilities

  • Perform testing, requirements gathering, documentation, and customer support.
  • Work with the customer and development team under the direction of a team lead.
  • Assist with training, developing user guides or other Business Analyst activities when necessary.
  • Create user stories, tasks, and bugs in Azure DevOps Studio, or similar software.
  • Communicate clearly and work with users and client as necessary.

Required Technical Skills

  • Experience with requirements gathering.
  • Experience supporting software in a Production Environment and handling customer reported issues.
  • Experience developing Business Requirements documentation.
  • Experience conducting full system testing with overall functionality.
  • Experience with Automated Testing practices and software, such as Selenium.
  • Strong organization and writing skills.
  • Experience participating in Facilitated Workshops for requirements analysis.
  • Experience testing or documenting requirements related to accessibility of a software application.
  • Knowledge of formal requirements gathering methodologies.
  • Experience developing Functional requirements - describe what the system, process, or product/service must do in order to fulfill the business requirements.
  • Experience developing User (stakeholder) requirements - the needs of the stakeholders will have to be correctly interpreted.
  • Experience developing Quality-of-service (non-functional) requirements, including performance, scalability, quality of service, security and usability.

Preferred Qualifications

  • Prior Commonwealth experience.
  • Experience in working on a Scrum Team or Agile environment.
  • Familiarity with testing accessibility standards (WCAG 2.1) preferred.
