Overview:

GDC IT Solutions is currently seeking a Business Analyst to support a large-scale modernization initiative focused on upgrading and replacing legacy systems. This position requires candidates to work on-site in Harrisburg, PA  for the duration of the project and offers the opportunity to collaborate with business and technical teams to drive transformational technology improvements.

Position Overview:

As a Business Analyst, you will be responsible for supporting the modernization of legacy systems by gathering and documenting business requirements, analyzing current and future state processes, and ensuring alignment between business objectives and technical solutions. You will serve as a liaison between stakeholders, subject matter experts, development teams, and quality assurance teams to help deliver successful system enhancements and modernization efforts.

Responsibilities:

• Lead and facilitate requirements gathering sessions with stakeholders, subject matter experts (SMEs), and end users.
• Document business, functional, and non-functional requirements for new and modernized systems.
• Analyze and map current-state ("as-is") business processes and develop future-state ("to-be") process models.
• Translate business needs into detailed use cases and user stories.
• Collaborate with technical teams to ensure business requirements are accurately reflected in technical solutions.
• Conduct gap analysis, risk assessments, and impact analyses related to legacy systems and modernization initiatives.
• Work closely with QA teams to define test cases and support validation activities.
• Prepare and deliver high-quality documentation, presentations, and reports for management and stakeholder review.
• Support application teams with process documentation and knowledge transfer activities.
• Maintain project documentation, including meeting minutes, status reports, and project artifacts.

Minimum Qualifications:

• 5+ years of experience as a Business Analyst.
• Proven experience supporting modernization projects involving legacy systems, enterprise platforms, or cloud migration initiatives.
• Strong experience facilitating workshops, interviews, and requirements elicitation sessions.
• Experience working in Agile environments.
• Exceptional communication and interpersonal skills with the ability to engage stakeholders at all organizational levels.
• Strong analytical, critical thinking, and problem-solving skills.
• Ability to work independently and effectively navigate ambiguity.
• Strong organizational skills and attention to detail.
• Ability to thrive in a fast-paced, collaborative, multi-disciplinary team environment.

Preferred Experience:

• Experience supporting government or public sector modernization initiatives.
• Experience using DevOps, Azure DevOps, Jira, or similar Agile project management and tracking tools.
