Job Summary

We are seeking an experienced Business Analyst II – Data Governance to support technology projects and business initiatives focused on improving agency effectiveness, regulatory compliance, and service delivery. The ideal candidate will have strong business analysis experience, a working knowledge of Agile methodologies, and the ability to facilitate requirements gathering across project, development, and quality assurance teams.

Key Responsibilities

• Support ongoing projects and priorities by facilitating the gathering and refinement of:
  • Themes
  • Epics
  • User Stories
  • Acceptance Criteria
• Analyze existing requirements documentation and identify gaps, inconsistencies, and opportunities for improvement.
• Work directly with project and development teams on initiatives designed to improve organizational effectiveness.
• Support projects focused on compliance with applicable statutes, policies, and regulatory requirements.
• Assist with initiatives that enhance service delivery capabilities and business processes.
• Facilitate requirements-gathering sessions with business stakeholders, technical teams, and project personnel.
• Translate business needs into clear and actionable requirements for development teams.
• Collaborate with Quality Assurance teams to ensure requirements are complete, testable, and aligned with project objectives.
• Facilitate discussions around story points and level-of-effort estimation.
• Support the development and refinement of predictive level-of-effort models.
• Assist project teams with Agile planning, backlog refinement, and requirements prioritization.
• Document requirements, decisions, processes, and project-related information accurately.
• Identify dependencies, risks, and potential issues affecting project delivery.
• Support communication and collaboration between business stakeholders, developers, project managers, and QA teams.

Required Qualifications

• Minimum 4 years of experience working as a Senior Business Analyst in a technical, technology, or emerging technology environment.
• Minimum 4 years of experience with Agile project management methodologies and practices.
• Strong experience gathering, analyzing, documenting, and validating business and technical requirements.
• Experience working with project and development teams in a collaborative environment.
• Strong understanding of user stories, epics, acceptance criteria, and Agile backlog management.
• Experience facilitating discussions among business, development, and QA stakeholders.
• Strong analytical, problem-solving, communication, and documentation skills.

Preferred Qualifications

• At least 1 year of experience understanding and documenting use cases.
• At least 1 year of experience creating process documentation and process maps.
• Experience with data governance initiatives and business process improvement.
• Experience supporting compliance-driven technology projects.
• Experience with story point estimation and Agile level-of-effort analysis.
• Familiarity with predictive estimation models.
• Experience working with cross-functional technical and business teams.
