Mandatory Qualifications:
- Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Business Analyst
- Seven or more years of client focused business and requirements analysis experience and documentation including: working on a team of Client, conducting requirements gathering sessions, analyzing requirements gathered, Identifying, documenting, and validating system requirements for continuous integration and deployment, preparing proposals for best fit technology based on requirements elicited.
- Minimum of two years working in an Integrated Eligibility System Program in various workstreams including Child Support in a Health and Human Service setting.
Desirable Qualifications:
- Seven (7) or more years of experience eliciting, documenting, and validating business and system requirements for large-scale modernization projects, including analysis of legacy systems, business rules, and complex functional domains, with a focus on the Human Services Child Support domain.
- Seven (7) or more years of experience conducting business process analysis and creating requirements documentation, including As-Is/To-Be process flows, user stories, functional specifications, and wireframes using requirements management tools such as Blueprint or similar.
- Seven (7) or more years of experience facilitating stakeholder meetings and workgroups to gather requirements, validate solutions, and support the delivery of web-based, client-facing applications.
Duties/Responsibilities:
We are seeking a Business Analyst (BA) who has a deep understanding of diverse business rules, stakeholder needs, and the expertise in technical architecture to support an Integrated Eligibility System.
The BA will work with subject matter experts to lead requirements gathering, business process analysis, and stakeholder collaboration to support the successful delivery of complex technology initiatives.
This role works closely with business and technical teams to analyze business needs, develop functional requirements, recommend process improvements, and ensure solutions align with organizational goals and project objectives.

Consultants may be eligible to telecommute for more than 50% of their work hours, up to and including 100% remote work. Telecommuting arrangements require direct manager approval and are subject to change based on program needs. Consultants approved for 100% remote work must attend monthly in-person meetings at the Albany office and be available for major milestone meetings as needed.
