Job Description:

The client is seeking an experienced Business Analyst III to support the Vendor Management Business Unit. The selected consultant will play a critical role in managing technology procurement initiatives, vendor relationships, contract administration, financial reconciliation activities, and business process improvement efforts.

This position requires a highly analytical professional with extensive experience in procurement operations, vendor management, contract negotiations, stakeholder engagement, and public sector business environments.

Key Responsibilities:

  • Support end-to-end procurement lifecycle management activities.

  • Manage and monitor technology-related contracts and vendor relationships.

  • Assist with contract negotiations, renewals, amendments, and compliance activities.

  • Conduct benchmarking, market research, and vendor evaluations.

  • Support financial systems processes, payment reconciliation, and invoice validation activities.

  • Analyze business processes and identify opportunities for operational improvements.

  • Gather, document, and validate business requirements.

  • Develop process flows, business procedures, and operational documentation.

  • Track vendor performance metrics and contract deliverables.

  • Collaborate with procurement, finance, legal, and technology teams.

  • Prepare reports, presentations, and executive-level summaries.

  • Support strategic sourcing and technology acquisition initiatives.

  • Facilitate communication between internal stakeholders and external vendors.

Additional Responsibilities:

  • Assist with contract governance and vendor compliance activities.

  • Support audits and procurement-related reviews.

  • Participate in business process reengineering initiatives.

  • Identify risks and recommend mitigation strategies.

  • Support continuous improvement efforts across vendor management operations.

  • Maintain accurate contract and procurement documentation.

Required Skills:

  • 1012%2B years of Business Analysis experience.

  • Strong experience with Procurement Lifecycle Management.

  • Experience supporting Technology Procurement initiatives.

  • Strong Vendor Management and Contract Management experience.

  • Experience with Contract Negotiation and Administration.

  • Experience with Financial Systems and Payment Reconciliation processes.

  • Experience performing Benchmarking and Market Analysis.

  • Strong Business Process Analysis and Process Improvement experience.

  • Excellent analytical and problem-solving skills.

  • Strong verbal and written communication skills.

  • Experience managing relationships with internal and external stakeholders.

  • Ability to work independently and manage multiple priorities.

Mandatory Experience:

  • 23%2B years of Public Sector / Government experience.

  • Customer Care Operations experience.

  • Technology Procurement experience.

  • Experience supporting vendor and contract management functions.

Preferred Experience:

  • Utility Industry experience.

  • Energy Sector experience.

  • Experience supporting enterprise technology sourcing initiatives.

  • Experience working with large vendor portfolios and complex contracts.

Qualifications:

  • Bachelors Degree in Business Administration, Information Systems, Finance, Supply Chain, Public Administration, or related field preferred.

  • Equivalent professional experience may be considered.

Education:

  • Bachelors Degree preferred.

Certifications:

  • CBAP (Certified Business Analysis Professional) preferred.

  • Certified Texas Contract Manager (CTCM) preferred.

  • Certified Texas Contract Developer (CTCD) preferred.

  • PMP or PMI-PBA preferred.

Additional Information:

  • Preferred Location: Austin, Texas.

  • Candidates within approximately a 3-hour driving radius of Austin will be strongly considered.

  • Work Arrangement: Remote within Texas.

  • Onsite attendance expected approximately twice per month or as required by the hiring manager.

  • Public Sector/Government experience is mandatory.

  • Customer Care Operations experience is mandatory.

  • Technology Procurement experience is mandatory.
