Short Description

We are seeking a highly qualified Systems Business Analyst to provide advanced technical and business process analysis for our enterprise human services application. This role acts as a critical bridge between IT and operational business units to ensure technology solutions directly support ongoing organizational goals, mission objectives, and regulatory compliance.

Essential Duties & Responsibilities:

  • Strategic Analysis & Solution Delivery: Evaluate technical and business implications of application software within the current and future business environments. Promote technical services to resolve operational issues and deliver scalable business solutions while managing stakeholder expectations.
  • Requirements & Lifecycle Management: Drive the complete Software Development Life Cycle (SDLC) from conceptual design and wireframing to functional/non-functional requirement gathering, user story mapping, and traceability matrix creation.
  • Financial Workflow Translation: Apply a deep understanding of financial workflows to translate complex financial operations into clear IT system requirements, configuration changes, and technical workflows.
  • Cross-Functional Collaboration: Partner daily with internal application sub-teams (Software Development, QA, Systems Support, and Project Management) to coordinate project plans, resource allocations, and issue management.
  • Project & Scope Governance: Formulate system objectives through fact-finding and user-need alignment. Meet regularly with program leadership and project managers to ensure compliance, timely delivery, and schedule alignment.
  • System Quality Assurance: Participate in setting technical standards, procedures, and policies. Assist the division with strategic quality assurance, process improvements, system testing documentation, and client relationship management.
  • Domain Expertise: Quickly absorb and maintain expert-level knowledge of agency operations, information systems, and emerging technologies to advise division managers.

Required Skills & Experience

  • Education: Bachelor's Degree (Required)
  • Business Analysis: Experience performing process analysis and creating documentation (BRDs, FRDs, user stories, and traceability matrices). (Required, 5 Years)
  • Workflow Design: Experience in business process modeling and workflow design using Visio, BPMN, or similar tools. (Required, 5 Years)
  • Full SDLC: Experience working across the full SDLC including analysis, design, testing support, and implementation. (Required, 5 Years)
  • Methodologies & Tools: Experience in Agile and/or Waterfall environments utilizing Jira or similar systems. (Required, 5 Years)
  • Testing Support: Experience supporting system testing, including test case development, UAT execution, and defect tracking. (Required, 5 Years)
  • Data Analysis: Experience performing data analysis using SQL, advanced Excel, or Power BI for reporting and validation. (Required, 5 Years)
  • System Integration: Experience working with systems integration concepts, including APIs (REST/SOAP) and data flow validation. (Required, 5 Years)
  • Enterprise Platforms: Experience working with enterprise platforms such as Salesforce, ERP systems, or similar technologies. (Required, 5 Years)
  • Salesforce Certification: Salesforce Certified Administrator or Business Analyst. (Desired)
  • Domain Knowledge: Professional knowledge of public sector or human services case management systems. (Desired)
  • Industry Certifications: PBA/CBAP, MCSE, or CSEP Certifications. (Desired)
