--- Project Description ---
New York State of Health (NYSoH) is New York's official health plan
marketplace established by Executive Order No. 42. The temporary
personnel services requested are needed to support the on-going
design and development of information technology systems consistent
with enrollment goals and federal and state law and rules.
The Business Analyst will work closely with NYSoH program staff,
vendors, and other stakeholders to define requirements for the NYSoH.
The Business Analyst will elicit, analyze, communicate and validate
requirements for the NYSOH.
--- Day-to-Day Tasks ---
1. Guide requirements gathering meetings to elicit functional
requirements from business users to define system functionality
2. Analyze, develop and review process flow charts and other business
documentation to define business processes
3. Document functional requirements in a thorough and clear formal
requirements document
4. Consult with and advise department staff during the technical design
process.
5. Analyze, review and comment on design specification documents
6. Analyze, review and comment on technical documentation such as
interface control documents
7. Guide and participate in stakeholder review meetings for requirements
and design specification documents
8. Coordinate and document resolution of requirements and technical
design comments and gaps with business and vendor staff
9. Provide guidance in the development of test scenarios
10. Perform software testing as needed including specifying test scenarios
and test cases, executing tests, and analyzing and documenting
defects in a defect management system
11. Provide guidance for the development of internal software training
documents
12. Work on software in a fast-paced, high volume work environment
13. Communicate and facilitate consensus among stakeholders
14. Deliver specific oral and written communications to business owners,
IT program team members and management

• 84 months of experience in Information Technology supporting software
systems or applications.
• 84 months of experience analyzing business processes and creating and
reviewing test plans.
• 84 months of experience documenting, communicating, and validating
requirements throughout the system, process, or product/service
development lifecycle for all changes to processes that would enable the
organization to achieve its goals.
• 84 months of experience providing written communications to business
owners, IT program team members, and management.
• 84 months of experience working with Health Insurance or the Affordable
Care Act or Medicaid which includes Eligibility and Enrollment (not Health
Care).
• 84 months of experience with ETL tools, batch jobs, Rational Quality
Manager, Report Development using IBM Cognos or HIPAA compliant X12
format for EDI transactions
• 60 months of experience in reviewing and evaluating technical specifications
for compliance with business objectives and requirements.
• 48 months of experience developing well-constructed test scenarios and test
cases against documented design use cases; performing testing, reviewing
results, and documenting defects using a defect management tool.
