NYS OCFS - Senior, Business Analyst

24 month contract

Interview: In-person

Work model: 50% telecommuting, 50% Office per week

--- Project Description ---
The resources will be invovled with the OCFS IES project team. The
resources will support OCFS and its program areas to ensure the
needs of the project are met.

--- Day-to-Day Tasks ---
1. Participate in meetings to elicit, document and validate business
requirements
2. Develop to-be process flows
3. Collaborate and serve as a liaison between ITS, OCFS Program, BSSI
and Finance staff
4. Assist with system testing, including the development, validation, and
execution of test plans

Business Analyst
Analyzes an organization or business domain (real or hypothetical) and documents its business or processes or systems, assessing the business model or its integration with technology with distinct deliverables to a solution.
Senior 60 - 84 months: Candidate is able to work independently, without assistance and provides guidance to others.  May have an advanced education.

--- Required Qualifications ---
• 60 months of experience working with a financial management system.
• 60 months of experience analyzing and evaluating business processes and
identify areas for improvement.
• 60 months of experience eliciting, documenting and validating business
requirements.
• 60 months of experience presenting complex technical information to non-
technical program area staff.
• 60 months of experience conducting or overseeing user acceptance testing
(UAT.)
• 60 months of experience working in a Health and Human Services (HHS)
Information System or a Child Welfare Information System.
• 60 months of experience working with an Integrated Eligibility System (IES) in
a state where health and human services are state-supervised, locally
administered.
