Title: Business Analyst / Programmer (BAP)
Location: Tallahassee, FL / Florida Statewide Project (Local Candidates Only)
Project: Florida PALM (Planning, Accounting, and Ledger Management)
Position OverviewThe Business Analyst/Programmer will serve as a key liaison between the Florida Department of Commerce and the Florida PALM Project Team. This role will focus on business process analysis, process improvement, requirements gathering, documentation, readiness activities, and supporting the agency's transition to Florida PALM.
The ideal candidate will have a strong combination of business analysis, technical expertise, stakeholder management, and experience supporting large-scale ERP or enterprise transformation initiatives.
Key Responsibilities- Act as the liaison between Commerce business units and the Florida PALM Project Team.
- Analyze current business operations and identify opportunities for automation and process improvements.
- Translate business requirements into functional and technical specifications.
- Support business process redesign initiatives and future-state documentation.
- Manage changes to business and functional requirements.
- Facilitate communication between business stakeholders and project teams.
- Support readiness planning, organizational change management, and implementation activities.
- Participate in Florida PALM meetings and readiness touchpoints.
- Develop recommendations to improve operational efficiency and business processes.
- Maintain ongoing progress tracking for readiness and transition activities.

Required Qualifications- Experience with Florida PALM or similar large-scale ERP/financial transformation programs.
- Strong Business Analysis, Process Improvement, and Requirements Gathering experience.
- Experience documenting business requirements, functional specifications, workflows, and process documentation.
- Experience supporting enterprise-wide transformation, modernization, or ERP implementation projects.
- Public sector or State Government experience.
- Hands-on experience with:
- Microsoft Access
- SQL Server
- SQL Server Analysis Services (SSAS)
- Alteryx
- SharePoint
- Tableau
- Strong stakeholder management, communication, and documentation skills.
- Experience working across business and technical teams.
- Experience managing and completing complex business and technology initiatives.
Preferred Qualifications- Knowledge of Florida PALM implementation timelines and readiness planning.
- Experience supporting readiness assessments and organizational change initiatives.
Additional Requirements- Must be able to pass a Level II Background Screening, including fingerprinting and criminal history checks.
- Ability to support large-scale enterprise transformation initiatives in a fast-paced environment.
