    Job Description:
    Harris County Universal Services is seeking an experienced PeopleSoft HCM Functional Subject Matter Expert to support the implementation of essential workforce tracking functionality. This role will provide functional leadership for the design, configuration, testing, deployment, and stabilization of PeopleSoft HCM 9.2 solutions, with a primary focus on Workforce Administration, Core Human Resources, and Position Management.
    The PeopleSoft HCM Functional SME will partner with Human Resources stakeholders, agency representatives, technical teams, and external partners to introduce and configure additional workforce attributes that improve the identification, classification, and reporting of essential staff and related demographic groups. The resource will ensure that all implemented functionality aligns with organizational business processes, agency policies, regulatory requirements, and enterprise technology standards.
    The engagement will support an overall project completion deadline of October 2026, with milestones related to design, configuration, integration, testing, training, deployment, and post-production stabilization.
    Essential Duties and Responsibilities
    Functional Design and Configuration
    • Lead the functional design, configuration, implementation, and deployment of PeopleSoft HCM 9.2 Workforce Administration functionality.
    • Partner with business stakeholders and end users to understand operational needs, functional requirements, and Human Resources business processes across Core HR, Workforce Administration, and Position Management.
    • Configure workforce-related attributes to support the identification, classification, tracking, and reporting of essential staff and associated demographic groups.
    • Analyze, design, configure, and support PeopleSoft HCM solutions involving Job Data, Job Codes, Departments, Locations, Positions, Salary Plans, reporting relationships, and related foundational HR configuration.
    • Configure and maintain PeopleSoft Core HR components, foundation tables, organizational structures, position attributes, department structures, and department security.
    • Conduct fit-gap analyses and develop recommendations for future-state processes and system configuration.
    • Ensure that system functionality aligns with agency policies, contractual obligations, statutory requirements, regulatory standards, and established Human Resources processes.
    • Evaluate the effects of configuration changes across integrated PeopleSoft modules and downstream applications.
    • Identify opportunities to improve business processes, system functionality, data quality, and operational efficiency.
    Requirements and Documentation
    • Facilitate requirements-gathering sessions, design workshops, stakeholder meetings, and process reviews.
    • Translate business requirements into detailed functional requirements, system designs, configuration documents, and technical specifications.
    • Create, maintain, and update functional specifications for system enhancements, integrations, interfaces, reports, bolt-on applications, conversions, and configuration changes.
    • Document current-state and future-state workflows, business rules, configuration decisions, data requirements, and process impacts.
    • Maintain comprehensive project documentation throughout the system development lifecycle.
    • Prepare final configuration documentation and transition materials to support long-term system administration and operational support.
    Integration Management
    • Identify and document integration points affected by the introduction of additional workforce attributes and essential workforce tracking functionality.
    • Partner with technical developers and integration teams to define interface requirements, data mapping, validation rules, and expected system behavior.
    • Support the design, testing, troubleshooting, and documentation of integrations, interfaces, conversions, reports, and customizations.
    • Validate the flow of workforce information across PeopleSoft HCM modules, integrated bolt-on applications, and downstream systems.
    • Support the implementation, maintenance, and optimization of integrated Human Resources solutions to ensure alignment with PeopleSoft Core HR processes.
    • Validate end-to-end integration performance and assist with resolving data, interface, or processing issues.
    Data Management and Functional Support
    • Manage and maintain organizational structures, position data, reporting relationships, workforce attributes, and employee information to support accurate employee lifecycle processing.
    • Monitor data integrity across Position Management, Job Data, Departments, Job Codes, Workforce Administration, and related HR foundation tables.
    • Perform functional analysis and data research by identifying relevant PeopleSoft records, fields, and tables.
    • Support troubleshooting, audits, compliance reviews, reporting initiatives, and operational decision-making.
    • Investigate system and data issues, determine root causes, and recommend corrective actions or process improvements.
    • Provide functional expertise and guidance to HR leadership, system administrators, HR partners, agency staff, and end users regarding PeopleSoft functionality and best practices.
    Testing and Validation
    • Develop detailed functional test plans, test scenarios, and scripts for unit testing, system integration testing, regression testing, and User Acceptance Testing.
    • Lead or participate in testing cycles and validate configuration, integrations, customizations, security, workflows, reports, and downstream system behavior.
    • Coordinate User Acceptance Testing activities with business stakeholders and end users.
    • Document test results, track defects, support issue resolution, and verify that corrective actions have been completed.
    • Ensure that system changes satisfy functional, operational, security, reporting, compliance, and business requirements.
    • Confirm that implemented functionality is ready for production deployment with minimal unresolved defects.
    Change Management and Stakeholder Engagement
    • Support organizational change management activities associated with the implementation of essential workforce tracking functionality.
    • Communicate anticipated system, policy, and process changes to affected stakeholders.
    • Assess the operational impacts of new workforce attributes and configuration changes.
    • Assist with the development of training materials, job aids, process guides, presentations, and other stakeholder communications.
    • Deliver or support knowledge-transfer sessions for system administrators, HR partners, agency representatives, and end users.
    • Provide guidance regarding changes to employee data management, workforce administration processes, reporting, and integrated systems.
    • Collaborate effectively with Human Resources, Payroll, Benefits, Time and Labor, Absence Management, Recruiting, Information Technology, labor relations teams, technical support teams, and external partners.
    Deployment and Post-Production Support
    • Contribute to deployment planning, production readiness reviews, cutover planning, and cutover execution.
    • Validate that configuration, security, integrations, data, documentation, training, and support resources are ready for implementation.
    • Provide functional support during production deployment and post-go-live hypercare.
    • Troubleshoot and resolve system, process, configuration, integration, and data issues following deployment.
    • Support post-production stabilization and confirm that implemented functionality operates as designed.
    • Transition system knowledge, configuration details, and support procedures to designated operational teams.
    System Maintenance and Project Support
    • Participate in PeopleSoft upgrades, patches, PeopleSoft Image adoption, enhancements, and system improvement projects.
    • Evaluate, test, and document the impact of system updates on Core HR, Workforce Administration, Position Management, and integrated modules.
    • Adhere to established project methodologies, governance standards, security requirements, change management processes, and documentation standards.
    • Attend scheduled project meetings, workshops, status updates, testing sessions, and stakeholder discussions.
    • Provide accurate status updates regarding deliverables, risks, issues, dependencies, and project milestones.
    • Work independently with minimal supervision while collaborating effectively with cross-functional project teams.
    Project Deliverables
    The PeopleSoft HCM Functional SME will be responsible for producing or contributing to the following deliverables:
    • Functional requirements and configuration design documents
    • Current-state and future-state process documentation
    • Fit-gap analysis and configuration recommendations
    • Integration requirements, data mappings, and validation documentation
    • Functional specifications for enhancements, interfaces, reports, and customizations
    • Unit, system integration, regression, and User Acceptance Testing scripts
    • Testing results, defect logs, and testing summary reports
    • Training materials, job aids, and stakeholder education content
    • Cutover plans and production-readiness documentation
    • Final configuration and operational support documentation
    • Knowledge-transfer sessions and transition materials
    • Post-go-live support and stabilization activities
    Minimum Qualifications
    • Extensive functional experience with PeopleSoft HCM 9.2.
    • Demonstrated expertise in Core Human Resources, Workforce Administration, and Position Management.
    • Experience configuring and supporting Job Data, Job Codes, Departments, Locations, Positions, Salary Plans, HR foundation tables, organizational structures, and department security.
    • Experience gathering business requirements and translating them into functional designs and system configuration.
    • Experience creating functional specifications for integrations, interfaces, reports, conversions, enhancements, and custom applications.
    • Experience developing and executing functional test plans and coordinating User Acceptance Testing.
    • Experience supporting PeopleSoft implementations, upgrades, patches, or PeopleSoft Image adoption.
    • Strong understanding of PeopleSoft records, fields, tables, data relationships, and integration points.
    • Experience partnering with technical developers, business stakeholders, system administrators, and end users.
    • Strong analytical, documentation, troubleshooting, communication, and stakeholder-management skills.
    • Ability to manage multiple priorities and deliver assignments within established project timelines.
    • Ability to work independently with minimal supervision in a cross-functional project environment.
    Preferred Qualifications
    • Experience implementing workforce classification, essential employee tracking, demographic tracking, or comparable workforce data functionality.
    • Experience supporting public-sector, government, or highly regulated Human Resources environments.
    • Functional knowledge of Benefits Administration, Payroll for North America, Time and Labor, Absence Management, Recruiting, and related PeopleSoft HCM applications.
    • Experience supporting integrated Human Resources bolt-on applications and downstream reporting systems.
    • Experience with organizational change management, stakeholder training, and post-production stabilization.
    • Familiarity with statutory, contractual, regulatory, and audit requirements affecting workforce and employee data.
