Purpose of Position:
The Quality Assurance and Compliance Business Analyst is responsible for ensuring the Idaho Division of Vocational Rehabilitation's (IDVR) compliance with federal and State laws, regulations, policies, and program requirements governing vocational rehabilitation services. The position conducts comprehensive reviews of case records, service delivery activities, fiscal and administrative processes, and program operations to assess compliance, identify risks, and support continuous quality improvement efforts.
This position serves as a subject matter expert on State and federal compliance requirements for vocational rehabilitation programs and works collaboratively with leadership and team members to promote consistent application of policy and to strengthen program compliance and data integrity.
Key Responsibilities:
Compliance Monitoring & Quality Assurance
- Conduct quality assurance and compliance reviews of vocational rehabilitation case records, program activities, and documentation
- Evaluate compliance with federal and state regulations, IDVR policies, and operational procedures
- Assess the accuracy, completeness, timeliness, and quality of case documentation and service delivery
- Identify compliance deficiencies, documentation gaps, policy violations, systemic risks, and opportunities for improvement
- Monitor corrective actions and verify resolution of identified findings
Program Evaluation & Continuous Improvement
- Develop and implement quality assurance processes, monitoring tools, performance measures, and review methodologies
- Analyze audit results and program data to identify trends, systemic issues, and performance outcomes
- Prepare reports, dashboards, and recommendations to support decision-making and continuous quality improvement
- Assist in developing and updating policies, procedures, tools, and resources that support compliance and program effectiveness
Training & Technical Assistance
- Provide technical assistance and guidance to leadership and staff on compliance requirements, documentation standards, and policy implementation
- Develop and deliver compliance and quality assurance training in collaboration with the Training and Development team
- Monitor changes in federal and state regulations, policies, and national best practices, and communicate impacts to leadership
- Promote consistent application of policies and procedures across the agency
Data Analysis & Reporting
- Collect, analyze, and interpret compliance and performance data
- Track and report quality indicators, compliance metrics, audit findings, and corrective action outcomes
- Maintain documentation supporting monitoring, audit, and review activities
Collaboration & Program Support
- Partner with agency leadership to address compliance issues and implement program improvements
- Participate in internal, external, and federal monitoring reviews and audits, including preparation for oversight activities
- Support agency accountability, transparency, and effective delivery of vocational rehabilitation services
Minimum Qualifications (MQs):
- Considerable knowledge of compliance, quality assurance, program evaluation, process improvement, and monitoring practices, typically gained through five (5) years of related professional experience
- Good experience conducting audits and interpreting, applying, and communicating federal and/or state laws, regulations, policies, and procedures, including identifying findings and recommending corrective actions, typically gained through 3 years of related professional experience
- Good project management, analytical, organizational, and problem-solving skills, with experience planning, coordinating, and executing complex assignments, typically gained by 3 years of related professional experience
- Demonstrated ability to communicate compliance requirements and audit results effectively through technical reports, presentations, and interactions with team members, management, and external stakeholders
- Experience conducting research, data validation, and data analysis to support compliance reviews and quality improvement initiatives
- Working knowledge of accounting principles, information systems, statistical analysis, and techniques for identifying, troubleshooting, and resolving data quality issues
Desired Qualifications:
- Knowledge of Vocational Rehabilitation program requirements, service delivery processes, case management practices, and federal reporting requirements
- Experience reviewing records, case files, and supporting documentation to assess compliance with program, regulatory, and policy requirements
- Experience with regulatory compliance monitoring, reporting, and corrective action processes
- Experience with grant management, grant accounting, or oversight of federally funded programs
- Working knowledge of data management, data modeling, database concepts, and data security principles
- Experience using electronic case management systems, business intelligence tools, data visualization software, or other analytics platforms to support compliance monitoring and program evaluation
