Overview:

The Business Analyst / Systems Integrator supports the delivery of a Commercial Off‑The‑Shelf (COTS) software solution that is configured and tailored to meet the mission, business processes, and operational needs of a U.S. Government customer. This role serves as a critical liaison between government stakeholders, technical teams, vendors, and program leadership to ensure the solution is properly configured, integrated, and adopted.

The ideal candidate is a flexible, self‑starting professional who thrives in Agile and Hybrid delivery environments, can quickly learn COTS product capabilities, and can translate customer requirements into product‑supported functionality while minimizing custom development.

Responsibilities:

Requirements Verification & Elaboration

  • Review and analyze government‑provided requirements to ensure clarity, completeness, and internal consistency.
  • Coordinate with government stakeholders to validate intent, operational context, and priorities underlying documented requirements.
  • Elaborate requirements through detailed scenarios, workflows, data needs, and business rules to support accurate COTS configuration.
  • Identify ambiguities, gaps, or conflicts within requirements and work with technical subject matter experts to facilitate resolution with stakeholders.
  • Translate validated requirements into COTS configuration specifications, user stories, and functional design artifacts.
  • Guide stakeholders toward product‑supported solutions and best‑practice configurations.

COTS Configuration & Systems Integration

  • Develop validated business process workflows to support configuration and tailoring of the COTS platform.
  • Serve as the integration liaison among the government customer, COTS vendor, and on-site technical delivery team.
  • Assist in defining interfaces, data mappings, and interoperability with enterprise and legacy government systems.
  • Assess and communicate the impact of COTS releases, patches, and upgrades on configured capabilities and customer requirements.

Agile Delivery Support

  • Participate in Agile delivery ceremonies, including backlog refinement, sprint planning, sprint reviews, and demonstrations.
  • Ensure clarified and validated requirements are ready to support configuration, testing, and deployment activities.
  • Support functional and user acceptance testing by verifying that configured behavior aligns with approved requirements and stakeholder expectations.

Program Support & Documentation

  • Support the software delivery lifecycle from discovery and configuration through deployment and sustainment.
  • Proactively identify risks related to requirement interpretation, configuration constraints, or scope alignment, and recommend mitigation strategies.
  • Produce and maintain clear, well‑structured documentation describing requirement interpretations, configuration decisions, and functional behavior.
Qualifications:

Required Qualifications

  • Bachelor’s degree in Information Systems, Computer Science, Engineering, or a related technical field.
  • 5+ years of experience as a Business Analyst, Systems Integrator, or similar role supporting U.S. Government programs.
  • Strong understanding of systems integration concepts, interfaces, and data flows.
  • Proven ability to work independently, prioritize tasks, and adapt to shifting program phases and demands.
  • Excellent written and verbal communication skills, including direct engagement with government customers.
  • Experience supporting Intelligence Community or DoD programs.
  • Active U.S. Government security clearance required to begin employment.

Preferred Qualifications

  • Demonstrated experience working in Agile or Hybrid development environments.
  • Familiarity with Agile tools such as Jira, Confluence, Azure DevOps, or similar platforms.
  • Experience implementing and integrating COTS systems.
  • Knowledge of cloud environments and enterprise IT architectures.
  • Relevant certifications (e.g., Agile certifications, Security+).

Key Competencies

  • Self‑starter with strong initiative and accountability
  • Flexible and adaptable in dynamic, mission‑driven environments
  • Analytical and systems‑oriented thinker
  • Effective collaborator and stakeholder communicator
  • Results‑driven with strong attention to detail
