Title: Business Analyst / Technical Writer (Medicaid/health claims)
Location: Columbia, SC
Duration: 12 months
Position type: W2 contract


Job Description
  • Develop comprehensive Requests for Proposals (RFPs) for complex technology and business initiatives.
  • Collaborate with project managers, business stakeholders, and subject matter experts to gather business and technical requirements.
  • Attend and facilitate meetings to collect information, clarify requirements, and ensure complete and accurate RFP documentation.
  • Create detailed RFP sections including project scope, technical requirements, staffing needs, deliverables, evaluation criteria, and compliance requirements.
  • Review and document business needs, functional requirements, and procurement specifications.
  • Identify mandatory requirements, proposal formatting guidelines, page limitations, and scoring criteria.
  • Coordinate with leadership and stakeholders to ensure procurement documentation aligns with organizational objectives and compliance standards.
  • Develop clear, concise, and well-structured technical documentation using standardized templates and style guidelines.
  • Work with cross-functional teams to update, revise, and maintain procurement documentation throughout the project lifecycle.
  • Support multiple high-profile, high-priority procurement projects simultaneously while meeting established deadlines.
  • Create and maintain project documentation, technical content, and supporting materials using Microsoft Office and project management tools.
  • Ensure all documentation is accurate, consistent, and compliant with procurement standards and organizational policies.
  • Provide technical writing support for complex IT and business initiatives.

Required Qualifications
  • Bachelor's degree.
  • 2+ years of technical writing experience developing structured technical documentation and business materials.
  • Advanced proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and Visio, with experience using templates and style guidelines.
  • Experience gathering, documenting, and organizing business and technical requirements.
  • Strong experience writing Requests for Proposals (RFPs), procurement documentation, or other formal technical documents.
  • Excellent written, verbal, and interpersonal communication skills.
  • Strong attention to detail with the ability to identify missing or incomplete requirements.
  • Ability to manage multiple high-priority projects simultaneously while meeting deadlines.
  • Strong organizational, analytical, and documentation skills.

  • Experience working with state government or public sector procurements.
  • Experience with SharePoint, Microsoft Project, Visio, Access, and other project management tools.
  • Experience creating and documenting project management requirements.
  • Experience supporting Medicaid or other healthcare claims system IT projects.
