Business and Finance Specialist

Position Summary

The Business and Financial Specialist supports NAVFAC engineering and business operations by analyzing business, financial, operational, and data-processing requirements; developing budgets, forecasts, financial models, reports, dashboards, and performance metrics; and monitoring the systems and data that support mission execution. The specialist identifies process inefficiencies, resolves data and system issues, supports systems integration, workflow optimization, data governance, and internal controls, and prepares technical documentation for Risk Management Framework (RMF) activities and monthly status reports (MSRs).

Program Context

Program Description

Support NAVFAC finance, technology, program, business, and engineering stakeholders who rely on interconnected financial and business systems, databases, reporting tools, and data-processing workflows. Perform analyses and system-support activities in accordance with organizational policies, data-governance practices, and internal-control requirements.

Program Scope

Financial and operational analysis; budgeting, forecasting, and financial modeling; dashboards and management reporting; business and financial system monitoring; data validation and issue resolution; system enhancements, automation, database updates, and integration; workflow and process optimization; requirements development; procedures and user documentation; RMF technical documentation; MSRs; and tracking of deliverables, risks, dependencies, and action items.

Key Responsibilities

FINANCIAL ANALYSIS, BUDGETING, AND PERFORMANCE

• Analyze financial and operational data to identify trends, risks, variances, dependencies, and improvement opportunities.
• Develop and maintain budgets, forecasts, financial models, performance metrics, and other analytical products that support planning and decision-making.
• Prepare financial reports, dashboards, and management briefings that clearly communicate status, drivers, risks, and recommended actions.

BUSINESS SYSTEMS, DATA, AND INTEGRATION SUPPORT

• Monitor business and financial systems, databases, and reporting processes; validate data integrity; and coordinate resolution of system and data issues.
• Support system enhancements, process automation, database updates, interface changes, and integration activities within assigned authority.
• Coordinate with finance, technology, program, and business stakeholders to define requirements, evaluate impacts, and implement practical solutions.

PROCESS OPTIMIZATION, GOVERNANCE, AND INTERNAL CONTROLS

• Review workflows, system capabilities, interfaces, and schedule constraints to identify process inefficiencies and improve operational performance.
• Support data governance, workflow optimization, and internal-control practices that improve accuracy, consistency, traceability, and compliance.
• Develop and maintain procedures, functional or technical specifications, user documentation, and other process-control artifacts.

RMF DOCUMENTATION, REPORTING, AND EXECUTION CONTROL

• Prepare and maintain technical documentation that supports RMF and NAVFAC engineering operations.
• Prepare MSRs and performance reports summarizing completed work, financial and operational status, system issues, risks, and planned follow-up.
• Track deliverables, risks, dependencies, decisions, and action items through closure while maintaining alignment with organizational policies and objectives.

Qualifications

Education

High school diploma or GED equivalent required. Postsecondary study in business, finance, accounting, economics, information systems, data analytics, or a related field preferred.

Professional Certifications

No certification is mandatory. Relevant financial management, data analytics, process improvement, or information systems credentials is preferred.

Minimum Qualifications

• Advanced ability to analyze business, financial, operational, and data-processing requirements and translate findings into actionable recommendations.
• Proficiency using financial systems, databases, reporting tools, and data-analysis software to build models, forecasts, budgets, reports, dashboards, and performance metrics.
• Ability to resolve system and data issues; support systems integration, workflow optimization, data governance, and internal controls; and communicate effectively across functional teams.

Preferred Qualifications

• Experience supporting complex financial or business operations in Navy, DoD, federal, or similarly regulated environments.
• Experience improving business processes, automating workflows, validating data, and coordinating system enhancements or integration activities.
• Experience preparing RMF-related technical documentation, management reports, procedures, specifications, and executive-level briefings.
