Role The SASA Business Associate supports the day to day budget and fiscal operations for the department of System Accountability and School Administration. The position supports routine financial transactions across 7 cost centers in the FCPS operating budget, including the budgets of all FCPS schools, and assists the supervisor in supporting the financial specialists, charged with managing restricted fund budgets, including Title I, Concentration of Poverty, and other restricted funds managed by the department.

Essential Functions Reporting directly to the System Accountability and School Administration Business Supervisor, the SASA Business Associate performs the following duties:

  • Prepares budget worksheets, including data from prior years.
  • Monitors current year expenses and revenues for all funds (restricted and unrestricted).
  • Prepares and analyzes routine and periodic budget reports.
  • Researches and recommends corrective actions in the event that budget variances occur.
  • Provides explanation to Directors, Supervisors, and Secretaries of the established budget policies, procedures, and reports.
  • Supports or facilitates required budget actions to ensure that all levels of management are able to attain programmatic goals through appropriate procedures.
  • Provides assistance and guidance to Principals, Secretaries or other school staff, in the resolution of budget variances should they occur.
  • Assists in the identification and preparation of long-term budgetary goals.
  • Completes and assists with Purchase Orders
  • Monitors individual budgets for 70 schools and department cost centers for SASA.
  • Completes Journal Entries when required.
  • Manges funds and spending for department and school-based travel and conferences
  • Ensures internal controls of the SASA Budget including restricted and unrestricted funding sources.
  • Assists in responding to inquiries from stakeholders regarding department budget entries, submissions and adjustments.
  • Reviews for accuracy budget transfers, accounts payable requests, mileage reimbursements, and recommends appropriate changes.
  • Supports the Financial Specialists for Title I and Concentration of Poverty (Blueprint Community Schools) to ensure compliance with FCPS Policies and Regulations.
  • Collaborates and supports monitoring of school based budgets to ensure maximum utilization of braided restricted and unrestricted funding sources.
  • Reviews supplemental time entries and submits as necessary.
  • Reconciles supplemental pay amounts each payroll period.

Data Quality, Reporting and Support

  • Tracks Professional Leave Days per the FCTA contract.
  • Tracks the purchase and replacement cycle of devices through inventory process for the department.
  • Keeps abreast of changes and developments in the profession by attending training sessions and conferences as requested or required.
  • Answers telephone, takes messages, greets visitors, makes appointments, and gives information.
  • Uses experience and judgment to resolve problems and prioritize work on behalf of the department.
  • Maintains proficiency in the use of technology to meet administrative needs and trains others as needed.
  • Orders and receives supplies and checks invoices.
  • Prepares, types, and proofreads materials, reports, and presentations for executive meetings and the public on behalf of the school system.
  • Prepares Contracts/MOUs for routing to Legal Services and the Superintendents office for approval.
  • Supports the Supervisor of Community Schools and the Grant Specialist for Concentration of Poverty to ensure compliance with federal, state, and local funding requirements and compliance with FCPS financial reporting procedures.
  • Learns and proficiently navigates FCPS systems including Peoplesoft and all time reporting systems.
  • Supports preparation of reports for SASA Operating Budget, Title I and COP grant funds for varied stakeholders including school staff, Board of Education and central staff.
  • Assists with project evaluations and monitoring of activities.
  • Schedules meetings and reserves meeting space for Supervisor of SASA Budget.
  • Records meeting minutes
  • Updates internal tracking mechanisms

Required Qualifications Education/Training/Experience:

  • Associates Degree in business, accounting or closely related or an equivalent combination of experience.
  • Combination of education, training, and experience which provide sufficient knowledge to perform effectively in the position may be considered.
  • Minimum of two (2) years of budgetary or administrative experience, which includes preparing and administering a large budget.

Preferred Qualifications Education/Training/Experience:

  • Bachelors Degree in business administration or related field
  • Familiarity with FCPS policies, regulations, and goals.
  • Demonstrated evidence of continuous professional growth.
  • Experience working with FCPS budget software and systems.
  • Thorough knowledge of federal, state, and private source grant resources.
  • Experience with grant processes and financial record keeping.
